These positions are located in the Solutions Transformation (ST) Team in the Software Products for Member States Unit (SPMS), Digital Transformation and Solutions (DTS), Information Technology Service (ITS), Division for Management (DM), United Nations Office at Vienna (UNOV)/ United Nations Office on Drugs and Crime (UNODC), in Vienna (Austria). The incumbent will work under the direct supervision of the Software Development Team Lead, Software Products for Member States (SPMS), and the overall guidance of the Chief of the Information Technology Service (ITS). The Software Products for Member States Unit (SPMS) develops a suite of innovative software deployed at close to a hundred Member States to operationalize UNODC’s mandates in countering corruption, controlling illicit drugs and fighting financial and organized crime. The portfolio of applications provides actionable intelligence through analysis, case management, artificial intelligence and dissemination to Law Enforcement Agencies for combatting financial crime, money laundering and terrorist financing. The suite of solutions is deployed at a large number of Member States and produces a tangible impact in investigations and convictions. Responsibilities
The incumbents will contribute to the software development and implementation of the unit’s software solutions. They will assist in catering for a select number of member states, that have complex implementation, advanced engagements with UNODC and specific requirements for the software provided by UNODC. The incumbents will contribute to full-stack development activities in the whole software development lifecycle and work closely with product managers, users and stakeholders. Within assigned authority, the incumbents will perform the following specific duties: • Contribute to development, test and debugging of applications using established standards for IT technologies, programming and tools including Microsoft .NET technologies (.NET Core, C#), T-SQL, Entity Framework, Microsoft SQL Server platforms, in addition to other basic technologies such as: HTML, JavaScript. • Ensure compliance with the established development procedures. Ensure compliance with requirements and UNODC standard policies, guidelines and procedures for software development. • Provide support in the implementation of .Net framework based software and other technical systems and software solutions for Member States. • Design, create, produce, and maintain functional design and technical documentation for newly developed modules. • Contribute to the development and conceptualization of UI/UX design strategies and design UI elements using UI/UX tools. • Participate in the development of cycle processes, automated tests and implement criteria that incorporate Quality Assurance (QA). • Support QA testing efforts including manual and automated tests. • Evaluate change requests, establish programming efforts, and offer recommendations to users based on best practices. • Participate in complete systems development life cycle processes. Enhance existing systems by analyzing business objectives, preparing an action plan and identifying areas for modification and improvement. • Follow change management and version control system/processes. • Handle client complaints or major incidents effectively. Investigate and solve clients’ problems and bring to the attention of the Support Team. Keep accurate records of discussions and correspondence with customers using SPMS project management tools. • Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Prepare training materials, design training courses, scenarios, data as may be needed, and conduct technical presentations. Prepare technical and user documentation for applications. • Participate in software configuration by identifying and documenting the scope of the product underway and enabling communication of these to relevant stakeholders. • Provide support for application systems deployed in Member States. • Proactively keep all channels of communication with clients open. Communicate with clients on relevant Virtual Community platforms. • Perform any other work-related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in information systems, computer science, mathematics, statistics or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P). Relevant Microsoft development certification is desirable. Certification in the Information Technology Infrastructure Library (ITIL) is desirable.

Work Experience
A minimum of two years of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related areas using Microsoft .NET/C#, ASP.NET, SQL, OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. Experience with agile development approaches and associated development techniques is desirable. Experience working in .Net associated technologies, Elastic stack, and Azure/TFS frameworks is desirable. Experience in UI/UX design is desirable. Experience in Fintech, Regtech is desirable. Experience in combatting financial crime with technology in the areas of Anti-Money Laundering (AML)/Combating the Financing of Terrorism (CFT) is desirable. Experience in data analytics or related areas is desirable. Work experience within the United Nations system or similar international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French and Spanish are an advantage. Knowledge of another United Nations official language is an advantage.
