The position is within the Liquidation Entity the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), in Bamako.
The incumbent assists the Contracts Management Unit in the effective and efficient management of contracts for services, goods and works to ensure contract implementation through the proper performance of obligations by parties to these contracts and liaises to this end with other liquidation entity units/sections and entities as required. For this purpose, the incumbent contributes actively to the completion of the Unit’s diverse projects, programmes and activities, supporting the maintenance of high-quality standards. The incumbent also prepares reports that are clear, accurate and comprehensive but concise.
Responsibilities
Within delegated authority and depending on location, the Associate Contracts Management Officer may be responsible for the following duties:
Provide advice to the Chief of the Section on matters involving the liquidation entity contracts.
Assist in managing key contracts in support of the liquidation entity (and regional) operations, which are under the purview of the Unit, with a focus on service contracts for which the Unit is primary responsible. Service contracts include but are not limited to equipment maintenance/repair, Fuel operations, Quality Assurance on catering aspects, active UN global systems service contracts.
Carry out the implementation of Standard Operating Procedures and Administrative Instructions related to the field of Contract Management.
Assist in the preparation of Statements of Work (SOWs) and Scopes for Work, Source Selection Plans, requisitions and technical evaluations for all contracts to be managed by the Section.
Carry out programmatic/administrative tasks as required by the Unit, including assisting in the assigning/monitoring performance parameters and critical indicators, reporting on programme performance, preparing inputs for results-based budgeting, evaluating national staff performance, interviewing candidates for job openings and evaluation of candidates for national posts.
Oversee adherence to contractual agreements, recommend amendments and extensions of contracts, and advise concerned parties on contractual rights and obligations.
Prepare a variety of procurement-related documents, contracts, communications, guidelines and Instructions.
Plan, develop and manage commercial sales of surplus UNOE.
Provide guidance to, and may supervise, new/junior staff.
Respond to audit observations, as assigned.
Carry out other tasks as requested by the Chief of the Section.
Perform other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, public administration, commerce, engineering, law or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Recognized qualification in procurement and contracting is desirable.
Work Experience
A minimum of two (2) years of progressively responsible experience in procurement, contract management, administration or related area is required.
Experience working with Enterprise Resource Planning (ERP) systems such as SAP or similar system, including the procurement process is desirable.
Experience in supply chain management, procurement and commercial sales during liquidation of a field operation is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English and French, (both oral and written) is required.
