Under the supervision and guidance of the Special Assistant to the DG for Management, the Associate Coordination Officer (Programme and Budget) provides coordination support, carries out the tasks required in terms of research, analysis and implementation of the activities related to programme and budget development, implementation, monitoring, performance assessment and prepares necessary programmatic and financial reports for DGO and ORDG as well as other activities related to programme cross-cutting issues such as corporate risk management, gender mainstreaming and corporate knowledge management. The Associate Coordination Officer (Programme and Budget) supports coordination of activities related to the area of management, in particular related to CEB/HLCM/HLCP, JIU, audit and evaluation, the Ethics function as well as other operational activities.
Role:
The Associate Coordination Officer (Programme and Budget) is: (1) financial and programme analyst, reviewing cost and programme data, analysing and interpreting financial and programmatic information and preparing reports; (2) a liaison, coordinating and cooperating with project managers in DGO and ORDG to ensure the effective monitoring of budget implementation and the consistent application of financial rules, regulations, policies and procedures, (3) team member, working together with other DGO staff to implement improvements in the Programme and Budget’s DGO processes with the use of new technology and best practices, as well as assist with coordination in the area of management.
Functions / Key Results Expected:
- Supports the review and analysis of programme proposals and performance assessments in line with the results-based approach; contribute to and assists senior staff in providing guidance to IAEA Departments/Offices on programme formulation, implementation and assessment.
- Maintains master database files for programmatic documents as required. Supports the continuous review of the results-based management principles and their application across the IAEA, the identification of lessons learned and the development of improved approaches, tools or guidance.
- Assists in activities of cross-cutting programme (e.g. risk management, knowledge management, gender mainstreaming).
- Supports coordination of activities related to the area of management, in particular related to the CEB/HLCM/HLCP, JIU, audit and evaluation, the Ethics function and other operational activities. Maintains and updates relevant SharePoint sites and provides senior DGO staff with reports on Agency’s data.
- Contribute to and assist in programme and budget planning and implementation for DGO and ORDG. Contributes to the preparation of documents and reports for submission to Board of Governors. Support the preparation of presentations and other communication material.
- Verifies and analyses gaps between the ERP system and the official documents on programme and budget, mid-term and performance assessment to ensure accuracy of information and coordinates clearances; provide functional support and review business process for substantive programme issues in AIPS/PBCS.
- Assist in providing the training on topics related to the programme and cross-cutting activities.
Qualifications, Experience and Language skills:
- University degree in business administration, accounting or finance, or a closely related field.
- Minimum of two years of working experience in budget and in the area of programme planning, analysis, monitoring and assessment, including at the international level.
- Knowledge of the principles and applications of results-based management (RBM) and for programme and budget planning.
- The incumbent should have a sound knowledge of the objectives of the area of work in relation to office requirements.
- Very good knowledge of Agency programmes and projects.
- Sound numerical skills, and the ability to pay attention to details.
- Proven analytical skills.
- Ability to work with discretion and confidentiality, with excellent organizational and interpersonal skills.
- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
