Job Profile Summary

Reporting to the Dean of the Institute of Public Safety (IPS), the Associate Dean serves in an administrative and leadership capacity, and oversees the operations of the IPS professional and executive development. This position is responsible for all division operations in accordance with college policies, procedures, contractual agreements, and works in support of the overall plan of the College as well as all policies and procedures of the State of Florida Criminal Justice Standards and Training Commission.
Responsible for the operations of the Division, which include personnel, student matters, instruction, scheduling, interaction with client agencies, adherence to F.A.C. 11B and F.S.S. 943, curriculum implementation, and fiscal activities of the division of criminal justice training.
Equally important, the Associate Dean works extensively with law enforcement and corrections agencies to implement academy programs, make enhancements to existing programs and meet the agencies training needs. Work also includes developing and maintaining department budgets, and approving operational expenditures, payroll and purchases. Performs related work as directed.

  

Minimum Education:

  • Master’s Degree in Criminal Justice, Public Administration, Education, or related field.

Minimum Experience/Training:

  • Three years of experience in a criminal justice setting with progressively knowledgeable/responsible supervisory/management experience in training and certifications of criminal justice professions, with practical knowledge of Federal, State, County and Municipal criminal justice occupation qualifications and requirements strongly preferred. Experience in training with an emphasis on adult learning theories.
  • Excellent oral and written communication, financial management and budget design skills
  • Demonstrated excellence in teaching in a law enforcement setting and scholarly/creative research in higher education strongly preferred.
  • An equivalent combination of education, training, and experience.
  • Understanding of FSS 943 and Florida Admin. Code 11B
  • Strong Budget development skills
  • Understanding of the Florida Trust Fund, development, implementation, and auditing methodology

Minimum Certification/Licenses:

  • FDLE Instructor Certification preferred.

Essential Functions:

  • Daily -25%: Administers the entry training programs for correctional probation officer, corrections officer, law enforcement officer, police service aide and various certification courses in compliance with Florida State Statutes, rules of the Criminal Justice Standards and Training Commission, the policies of the Institute of Public Safety and the College.
  • Daily -20%: Manages full-time staff, faculty, program managers and more than one hundred adjunct instructors to ensure all programs are conducted within established policies and procedures; all course content is covered in each class; all documentation, forms, registrations, grades and certifications are recorded accurately; and all fiscal matters are processed accurately.
  • Weekly -10%: Prepares, maintains, and evaluates testing content and validity to ensure specific learning objectives are accomplished for more than 40 courses. Develops and evaluates new curricula as needed.
  • Daily -10%: Advises criminal justice agencies at the federal, state, county, and municipal levels, and the public at large, regarding requirements for employment, training, and continuing education for officers.
  • Daily -10%: Advises students as needed for specialized degree and program offerings, registers students, determines if courses taken at other institutions are equivalent to our courses, and gives placement tests for upper level courses to students.
  • Monthly -10%: Manages operating budget of $1.5 million, plus $240,000 in material, equipment, and supply funds from the CJI-Tri-Party Account, as well as property valued at over $1 million, to include a fleet of 15 patrol cars, an arsenal of firearms, firearms simulator training equipment and other physical assets. Ensures safety and maintenance policies for such.
  • Other, as needed -10%: Attends and participates in various meetings and committees, e.g., Training Center Directors’ Association meetings, Criminal Justice Standards and Training Commission, Certification Examination Committee, Broward County Chiefs of Police Association meetings to include four or more out-of-county meetings per year. Keep abreast of all relevant changes and revisions to the Florida Administrative Code and Florida State Statutes.
  • Other, as needed – 5%: Performs related duties as assigned.
