Under the general direction of the Executive Director UCSF Health Design and Construction the Associate Director for Campus Modernization is primarily responsible for effective capital project execution in compliance with all Benioff Children’s Hospital Oakland (BCH-Oakland) standards and policies as well as understanding the alliance with UCSF Real Estate’s standards and policies, and is accountable to all customer and campus leadership for overall project controls and delivery performance.
This position will lead a team of project managers and assistant project managers for successful delivery of the $1.5B campus modernization project at BCH-Oakland. They will be responsible for leading the design effort for the new hospital building, keeping the program on schedule and budget while meeting the needs of the project stake holders. Responsibility includes oversight of the campus modernization inclusive of site make ready work, relocations, building demolition, construction of the new buildings and parking garage and responsibility for completion of all entitlements and adherence to all agreements with state and local agencies.
The Associate Director will provide direct oversight for team of project delivery staff possessing varying experience, knowledge, and skill levels with emphasis on team and staff development end engagement, daily operations and functions, ensuring that customers remain well informed, project progress and meets all project objectives. The above is accomplished through effective leadership, exemplary customer service, effective stakeholder engagement, focused supervision, development and management of project delivery staff including, Assistant Project Managers, Project Managers, and Senior Project Managers. This position is directly responsible for management of the design build team including leadership of the entire project team and stakeholders to deliver the project using integrated project delivery principles, processes, and aligned with the contract. Significant experience in leading complex projects in a large organization with permitting through OSHPD and other local authority having jurisdictions is required.
Staff Leadership and Management Responsibilities:

  • Provide direct supervision to all project delivery staff associated with projects
  • Manage staff resources appropriately to assure that the correct number, experience, and skill set of project delivery staff are available to support the assigned portfolio of work.
  • Train, develop, coach, and promote all staff within your area of responsibility and others as required.
  • Assure all staff are appropriately matched with the number and type of projects that they are qualified to perform.
  • Assure that all work performed by all staff under your supervision are completing their work in compliance with all UCSF and UC policies, laws, standing orders, best practices, and standardized work and to the satisfaction of our customers.

Supporting Responsibilities:

  • Work with the Executive Director – Health Design & Construction to develop project delivery strategies.
  • Obtain internal project approvals and oversee the flow of project funds throughout implementation.
  • Work with department leadership to develop and track appropriate project and staff performance metrics
  • Integrate with Planning and Campus Architect to effectively study, validate, plan, secure approvals, document, and move UCSF customers associated with capital projects.
  • Collaborate with Designated Campus Building Official and Campus Fire Marshal to develop, deploy, update and enforce campus wide design and permitting best practices.
  • Engage with all stakeholders involved with project delivery to assure full cooperation and seek opportunities to improve processes and assure that all projects consider the full breadth of UCSF/UCOP goals, initiatives, policies, and best practices.

Project Management & Construction Responsibilities:
Collaborate with UCSF Real Estate leadership and Campus Design & Construction team to manage, develop, deploy, teach, enforce, and update project delivery best practices and standardized work in all areas of Project Delivery including:

  • Project initialization and intake
  • Customer engagement and satisfaction
  • Project Charter and Gate Management
  • Planning (physical, capital and space)
  • Onboarding and integration of new supply chain partners
  • Standardized document controls and technology use for project management information systems (PMIS) including Projecto, Unifier, Bluebeam, BOX, Archibus, BIM and any other information management systems, as well as coordination with other PMIS systems used by UCSF for Health projects
  • Contract compliance and dispute mitigation
  • Design Management including user and stakeholder management.
  • Construction Phase Project Management
  • Permitting and Inspection management
  • Internal UCSF supplier management
  • External vendor and supplier management
  • Purchasing
  • Lean business practices
  • Move planning.

Customer Responsibilities:

  • Overall project performance for UCSF Real Estate capital project customers within the assigned portfolio of work.
  • Develop, maintain, and strengthen relationships with all customers across the campus.
  • Actively engages with UCSF Real Estate Customers across the Campus to forecast future capital program needs and understand current customer challenges to identify opportunities for improvements and increase customer satisfaction.
