The Associate Director, Sanctions Policy & Implementation, heads a major component within the Office of Foreign Assets Control (OFAC). They direct the administration of three principal OFAC Divisions: The Licensing Division, Policy Division, and Regulatory Affairs Division – each headed by an Assistant Director. The incumbent supports the Director and Deputy Director in implementing economic sanctions in a manner consistent with U.S. foreign policy and national security and applicable law.
Duties
1. The incumbent directs the administration of OFAC licensing authorities in over 20 sanctions programs through the Assistant Director, Licensing. All requests by U.S. persons, including other U.S. cabinet agencies, to conduct activities that otherwise would be prohibited by sanctions are handled by the Licensing Division. Works with senior officials within the Treasury and the State Department to ensure that OFAC’s licensing decisions reflect current U.S. foreign policy and applicable law. Provides supervisory guidance over staff responsible for issuing binding interpretive opinions as well as responses to licensing requests.
2. The incumbent directs the preparation of policy analyses for the Under Secretary (TFI) and Director of OFAC through the Assistant Director, Policy. The Assistant Director and staff analyze, provide public guidance about, develop new and recalibrate existing sanctions measures with respect to foreign states, foreign regimes, weapons proliferators, terrorist groups, narco-trafficking networks, and others. As foreign developments require, the incumbent supervises, through the Assistant Director, Policy, and in conjunction with OFAC’s counsel, the drafting of Executive Orders and promulgation of new or revised regulations.
3. The incumbent provides management supervision to the Assistant Director, Regulatory Affairs, in connection with the formulation, drafting, and revision of regulations necessary to implement new Executive Orders or statutes, reflect changes in foreign policy, or wind down or terminate sanctions imposed pursuant to the International Emergency Economic Powers Act and other authorities.
4. The incumbent is responsible for overseeing the preparation of periodic presidential and congressionally mandated reports for OFAC and Treasury. Among these are annual reports that must be filed under precise deadlines to prevent certain statutory Presidential authorities from lapsing in connection with sanctions emergencies declared by the President.

Qualifications: As a basic requirement, applicants must possess the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, qualified applicants will have gained experience of this nature at or above the (GS)-15 grade level or its equivalent in the public or private sector. To be qualified for this position, your resume must reflect experience in a managerial capacity. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. As such, your resume must demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
Failure to meet the basic qualification requirement and address all Mandatory Technical Qualifications and Executive Core Qualifications will result in your application being disqualified. The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants that are not already QRB certified, must submit a separate written narrative addressing the ECQs. Your narrative must address each ECQ separately and should contain at least two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear and concise, emphasizing your scope and level of responsibility, the complexity of programs managed, your initiatives and accomplishments, and the results of your actions.
The narrative must not exceed 10 pages. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs:
Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Continual Learning, Written Communication, Integrity/Honesty, Public Service Motivation. The Fundamental Competencies are crosscutting and should be addressed over the course of each ECQ narratives.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative that addresses each of the MTQs separately. The narrative must not exceed one (1) page per MTQ. Applicants who fail to adhere to the one (1) page per MTQ limit will be disqualified and no longer considered for the position. In addition to the ECQs, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. You must fully address each MTQ to be rated for further consideration.
MTQ 1: Comprehensive knowledge of and experience with foreign policy and national security issues as they relate to economic sanctions and how they impact U.S. and foreign business and financial communities.
MTQ 2: Familiarity with laws related to U.S. economic sanctions, such as the International Emergency Economic Powers Act, Trading with the Enemy Act, and Foreign Narcotics Kingpin Designation Act.
MTQ 3: Management ability to develop, direct, lead, organize, review, and provide technical and administrative supervision for a multi-disciplined staff directly engaged in the sanctions implementation and administrative work supervised by this position.
