Org. Setting and Reporting
ICAO’s activities in the environment field aim to limit or reduce the impact of international aviation on noise, local air quality and the global climate. This position is situated in the Climate Change Section (CC) within the Air Transport Bureau (ATB) in ICAO. CC is responsible for supporting the development of policies, conducting studies and providing guidance on measures to address aviation’s contribution to climate change, including sustainable aviation fuels, market‐based measures (MBMs), and international cooperation and outreach on climate change. It also provides support to the Assembly, the Council and its Climate and Environment Committee (CEC), as well as the work related to climate change conducted by the Committee on Aviation Environmental Protection (CAEP). The incumbent reports the Chief, Climate Change Section (C/CC), as well as other Environment Officers on specific issues. In this context, the incumbent will support C/CC and other Environmental Officers on the ICAO’s cooperation to other UN bodies and international organizations and outreach activities, in order to raise awareness and enhance leadership of ICAO in addressing all aviation environmental matters. The incumbent will also support the ICAO capacity building and assistance activities to Member States and other stakeholders related to environment.
Responsibilities
Function1 (incl. Expected results) Assists in cooperating with other UN bodies and international organizations of relevance to civil aviation and the environment, achieving results such as: • Support the establishing and maintaining liaison with other UN bodies and international organizations whose environmental activities are of importance to ICAO (e.g. UNFCCC, IMO, UN Environment, IRENA, WMO, IPCC, WHO, UN Tourism, UNDESA, Climate UN HQs Action Team, as well as industry, civil society, and other international organizations); • Closely monitor and keep abreast of international developments and trends particularly in other UN bodies of relevance to the work of ICAO, by studying relevant files, correspondence, periodicals and reports; • Provide inputs on aviation and environment to various reports and publications released by other UN bodies and international organizations; • Analyze the impact of worldwide developments by other UN bodies and international organizations to the ICAO’s environmental work and mandate, and prepare summaries of the main developments; • Support the planning and participation, and preparation of documentation and briefing material, related to the ICAO’s attendance at relevant meetings of these international bodies (e.g. UNFCCC meetings and events); and • Support the preparation of working papers, scenarios, reports, minutes, etc. to the Assembly, Council, CEC, CAEP and other relevant ICAO bodies. Function 2 (incl. Expected results) Assists in the development and dissemination of outreach material and communication activities on ICAO’s progress and achievements on the environment, achieving results such as: • Support the development of pro‐active outreach plans related to specific environmental projects, and monitor and analyze the impact of the plans; • Identify and produce well‐targeted outreach products (e.g. statements, submissions, reports, articles, presentations, speeches, press releases, videos, brochures, leaflets, newsletters) to enhance and promote public awareness of ICAO’s environmental activities, including coordination with other Environmental Officers, other ICAO offices, and external vendors; • Liaise and cooperate with ICAO COM (Communications) and RPM (Revenue and Product Management) offices in preparing outreach material on ICAO environmental work and achievements; • Assist in the creation, administration, and maintenance of ICAO environment‐related websites, including the development of text, charts, and graphic content, and ensure that information is kept up‐to‐date; and • Monitor and keep abreast of news and articles on aviation and environment published in the press and social media. Function 3 (incl. Expected results) Supports the ICAO’s contribution to UN system‐wide environmental initiatives and groups, achieving results such as: • Assist in the ICAO’s cooperation with the UN Environment Management Group (EMG), including on the Climate Neutral UN initiative (Greening the Blue); • Train and support organizations that are implementing the strategy for sustainability management in the UN system, regarding the use of the ICAO Carbon Emissions Calculator and other ICAO tools. • Assist in the further development and implementation of the ICAO strategy for reducing GHG emissions and enhancing in‐house environmental sustainability management practices within the Organization; and • Collect information on ICAO operations, estimate and update the quantity of carbon emissions involved by using methods which are consistent with accepted International Standards. Function 4 (incl. Expected results) Supports the ICAO capacity‐building and assistance activities on environment, achieving results such as: • Assist in the organization of ICAO Headquarters (HQ) and regional conferences, seminars and other events related to the environment, through the development and preparation of material, documentation, reports, speakers’ profiles, and presentations on relevant ICAO work; • Support the development and dissemination of relevant material related to the ICAO ACT‐CORSIA, ACT‐SAF and ACT‐LTAG programmes; and • Prepare responses to public enquiries on the ICAO environment‐related work, in coordination with ICAO COM office. Function 5 (incl. Expected results) Performs other related duties, as assigned.

Education
Essential: • An advanced-level university degree (Master’s degree or academic equivalent) in environmental studies, environmental science or a related field, is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
• A minimum of two (2) years’ experience in an international civil aviation environment, airport, airline or environmental organization at the international level, is required. • Experience in providing service to international meetings, is required. • Experience with international environmental policies within ICAO, is desirable.
Languages
Essential: • Fluent reading, writing and speaking abilities in English. Desirable: • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).
Assessment

ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. Remuneration: Level P-2 Net Base Salary per annum + Post Adjustment (net) per annum(*) USD $50,377 + USD $26,347 (*) Post Adjustment is subject to change.
