Associate External Relations Officer

Organizational Setting and Work Relationships
Direct supervision is normally exercised by a (Snr) External Relations Officer or Representative who provides guidance on the applicable procedures. Advice may also be provided by relevant functional units at HQ. External contacts are with a broad range of partners and stakeholders, including inter alia, government, media, embassies, donors, UN agencies, NGOs and other national and international organizations, as well as general public on matters of importance to the Organization.

Duties
– Stay abreast of the challenges posed by the political context, the UN and humanitarian reform, and institutional developments in the area of forced displacement and humanitarian operations.
– Assist the implementation of a communications strategy that generates support for UNHCR¿s operations from external partners (e.g. the general public, governments, partners, media, academia, NGOs, private sector and persons of concern).
– Assist in the dialogue with donors and embassies and provide relevant information on UNHCR operations and financial requirements by organizing regular briefings, bilateral meetings and missions and responding to donors¿ requests for information on ad hoc basis.
– Through a consultative process with headquarters, disseminate information on UNHCR¿s global funding situation and mobilize additional funds to implement programmes and projects aimed at enhancing the quality of protection for persons of concern in the country operation.
– Assist in the coordination of the drafting of, situation reports, briefing notes, background material, talking points, fact sheets, press releases and articles.
– Draft narrative and financial reports on contributions in compliance with specific donor requirements.
– Monitor earmarking level of funding for UNHCR Country operation and ensure appropriate visibility for donor contributions in compliance with UNHCR guidelines and specific donor requirements.
– Participate on behalf of the Representative and other supervisors in inter-agency cooperation and communication strategies, initiatives and tools.
– Assist in the management of information flows within the country operations by identifying priority matters, securing, analyzing and disseminating documentation and information to support country operations and corporate communication processes and priorities.
– Consolidate information on UNHCR¿s country operations and identify appropriate messages for campaigns and appeals.
– Propose events and initiatives (e.g. commercial, cultural, political and sports) to promote the work of UNHCR and take action as appropriate.
– Support the management of media relations by, inter alia, responding to direct queries, publishing press releases, handling interview requests and organizing regular briefings and visits to country operations.
– Promote visibility of UNHCR¿s work and advocate for support for the people of concern through providing inputs for social media and other web content.
– Organize missions to the field and press briefings for external parties as required.
– Implement all aspects of a communications strategy.
– Represent UNHCR on behalf of senior management in fundraising and communication priorities in inter-agency initiatives and fora.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

Desired Candidate Profile

This job is advertised in the frame of the JPO Programme and reserved exclusively to candidates with nationality of the Republic of Korea.

This is a one-year fixed-term appointment, with the possibility of renewal for a maximum of two years.

1. General Requirements for candidates applying to the JPO Programme of the Republic of Korea:
a) Korean citizenship
b) Fluency in Korean and English
c) Completion of university with a Bachelor’s degree
d) Certificate of English proficiency test: Applicants should score a minimum
of (i) TOEFL iBT 100 or (ii) TEPS 430 or (iii) IELTS 7 or (iv) TOEIC 900
– TOEFL ‘Home Edition’ score is accepted while ‘MyBest Scores’ are not accepted
– IELTS General Training and Academic test are both accepted
– Test scores are valid for 2 years after the test date
e) Not older than 32 years of age as of 31st December, 2024 (born after 1st January, 1992). The maximum age limit for those who served in the military
will be extended accordingly: one year will be extended for those who served
for less than one year; two years will be extended for those who served for more
than one year and less than two years; three years will be extended for those
who served for two years or more.
f) Male applicants shall have completed the Korean military service or be
exempted from it. Those who will be discharged from military service in the
year of the application may also apply.
g) Applicants can apply for a maximum of two JPO positions sponsored by
the Ministry of Foreign Affairs of the Republic of Korea during the year of
application.

Operational context

Nature of Position:

Under the overall guidance of the Donor Relations Officer, the Associate External Relations Officer contributes to production and editing of donor proposals and reports. By systematization and sharing of accurate and timely information, the incumbent promotes the vision, mission, and strategic goals of UNHCR. The incumbent will also support the drafting of talking points as well as the organisation of donor missions.

External contacts are with a broad range of partners and stakeholders, including inter alia, government, embassies, donors, UN agencies, NGOs and other national and international organizations, as well as general public on matters of importance to the Organization.

S/he establishes close contacts with all relevant UNHCR external relations and donor relations colleagues in the Asia and the Pacific region. S/he maintains effective professional relationships with donor capitals in Asia and the Pacific with a particular focus on Korea as well as with operational and implementing partners, UN agencies, and other stakeholders to gather, analyse and disseminate information about activities of UNHCR and its partners. The incumbent’s primary role is pursuing opportunities for donor engagement and to sustaining support and fundraising opportunities. The incumbent will contribute to strengthening UNHCR’s partnership with the Republic of Korea. S/he will provide support to the RBAP Director’s and the Deputy Director’s engagement with strategic partners and donors. The role has a special focus on UNHCR’s partnership with the RoK with a view to further solidifying and strengthening it. This includes keeping the government of the RoK abreast with up-to-date information on UNHCR operations in the region, their needs and the implementations at country level. Due to the specific nature of these responsibilities, s/he with also provide support to counterparts in Field Operations.

Considering the region is prone to natural disasters, the incumbent will be expected to support fundraising efforts for emergencies as well as inter-agency coordination plans in the Asia-Pacific region. The position requires close interaction with internal team members in the Regional Bureau, country operations, headquarters, as well as donors and other external partners. A low amount of travel may be required, depending on the operational needs of country offices. Dedicated country support may also be provided through remote working modalities.

The associate officer is part of a team that maintains proactive dialogue with governmental donors or UN agencies and organizations, as well as with the regional and local donors aiming at building relationships, raise awareness and mobilize political and financial support for UNHCR’s work and priorities.
