Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context

The President of the ICC together with the two Vice Presidents constitute the Presidency of the Court, which is responsible for the proper administration of the Court and other functions conferred upon it in accordance with the Statute. The President or Presidency as a whole, as may be appropriate, exercises managerial oversight and ensures coordination and cooperation between the organs of the Court; supports the expeditious, fair and effective conduct of judicial proceedings; assigns judges to divisions and chambers, exercises functions related to the enforcement of the sentences of convicted persons, as well as external functions to represent the Court, foster global understanding of, cooperation with and support for its work, and promote the universality of the institution. 

Duties and Responsibilities

Under the general supervision of the Chef de Cabinet to the President of the Court, the incumbent is tasked to perform a variety of duties in the area of external relations, including:

  • Conduct research and provide information and advice in relation to upcoming external relations meetings, meeting requests or invitations from external interlocutors, and other engagements;
  • Conduct research for, and contribute to the drafting and formulation of speeches for delivery at important external functions, speaking points, background papers and other supporting material, and reports;
  • Contribute to the drafting of press releases, media statements and social media posts relating to the Presidency members’ external relations activities;
  • Attend meetings of the Presidency members with external interlocutors, take notes and prepare summaries thereon for internal records;
  • Prepare relevant background information for missions, and when necessary, logistical organisation of meetings;
  • Draft official correspondence; and
  • Perform any other duties as required.

Essential Qualifications

Education:

An advanced university degree in law, international relations, political science, public administration, or a related field, is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

A minimum of two years (four years with a first level university degree) of progressively responsible relevant professional experience in the area of international relations and negotiations from a foreign ministry or other civil service organisation, an international organisation, a non-governmental organisation, or other relevant setting is required.

  • Experience in drafting speeches, key messages, speaking points, media statements, reports etc.; and
  • Professional experience in the field of international criminal justice is considered an asset.

Knowledge, skills, and abilities:

  • Excellent knowledge and understanding of the substantive and procedural aspects of the Court and the Rome Statute system more broadly;
  • Excellent diplomatic, communication and negotiation skills;
  • Excellent communication and drafting skills and ability to prepare and present reports that are clear and concise;
  • Strong planning and organisational skills, with flexibility and ability to adjust in a highly dynamic environment;
  • Ability to keep strict standards of confidentiality;
  • Capacity to prioritize activities and assignments and foresee risks;
  • Ability to work effectively and constructively with colleagues from different professional, national and cultural backgrounds;
  • Ability to work effectively under strict deadlines; and
  • Professional and personal integrity.

Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.

General Information
