Organizational Setting and Reporting Relationship

The position is assigned to the Administrative Expenses Section (CTFA-AE), Trust Fund and Administrative Expense Division (CTFA) within the Controller’s Department. You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and senior National staff.

As an Associate Financial Control Analyst, you will: provide accounting and analytical support to a specialized field within the Administrative Expense section in the areas related to payroll, pension, and benefits payments, and ensures the work programs and assignments are accomplished timely, effectively, and efficiently.

You will:

  • Perform accurate and timely processing and payment of salary, pension and other related staff benefits including termination pay and final pay of resigned staff using Oracle Applications while ensuring compliance with all relevant ADB’s policies and procedures.
  • Prepare costing and posting of journal entries of payroll, pension, and related benefit expense to the Oracle General Ledger; perform the timely and accurate reconciliation of all related accounts and ascertain that any differences are satisfactorily explained/clarified for reviewed by Specialist in charge.
  • Ensure proper steps are followed and adequate documentation is prepared to ascertain that payroll, pension, deductions, and benefit payments are correct and valid, and initiate process review to streamline and strengthen internal control under the supervision of the Specialist.
  • Review and comment on draft ADB policies, Administrative Orders, Board documents and senior management memos to assess the impact on Administrative expenses, particularly payroll, pensions, staff-benefit accounts, accounts payable and all centralized staff accounts and payroll transactions in the Field Offices (FO).

  • Participate and assist in developing and implementing business processes and financial controls and compliance testing of processes as part of ADB’s effort in providing Management Assertion over the adequacy of internal control over financial reporting.
  • Coordinate closely with the Information Technology Department (ITD), BPMSD units and other staff when operational problems and errors are encountered during payroll processing and assists those units in analyzing the possible causes or errors for immediate solution of the issues and provide suggestions to improve the efficiency and productivity of payroll and related business processes through system enhancement in cooperation with ITD, where applicable, through the Specialist in charge.
  • Carry out functional user support in developing, testing, enhancing, and implementing IT systems to streamline and enhance the business processes; Review and provide suggestions for enhancements in systems and processes for effective and efficient operations; Ensure the accuracy and reliability of systems processes; coordinate system issues, changes, and revisions to existing systems with the Information Technology Department (ITD).
  • Coordinate and provide required information based on established procedures in a professional manner.
  • Perform other assignments as required, including preparation of draft memoranda and external correspondence for supervisor’s review.

Qualifications:

You will need:

  • Bachelor’s degree in accounting, business administration, or finance, preferably with Master’s degree or equivalent; with Certified Public Accountant qualification.
  • At least 5 years of combined work experience and training in payroll, pensions, and staff-benefits, or in related areas of accounting or auditing.
  • Enterprise resource planning (ERP) systems accounting, testing and implementation experience in the areas of payroll, pensions and resident missions are desirable.
  •  In-depth knowledge and understanding of ADB’s Administrative Expense operations, policies, and procedures.
  • Working knowledge of international or development banking transactions.
  • Knowledge and practical skills in standard ADB or similar multilateral organizations computer applications.
  • Effective report writing and communication skills in English.
  • Able to work collaboratively with teams as a constructive team member.
