Organizational Setting and Reporting Relationship
The position of Associate Financial Control Analyst is assigned to the Bangladesh Resident Mission (BRM) within the South Asia Department. You will be based at BRM Office in Dhaka, Bangladesh.
You will report to the designated International Staff and/or senior National Staff.
Your Role
As an Associate Financial Control Analyst, you will provide support through the performance of a variety of specialized duties relating to the loan disbursement function of the Bangladesh Resident Mission (BRM).
You will:
• Process withdrawal applications (WAs) for direct payment, reimbursement and advance fund liquidation/replenishment of all ADB loans in Bangladesh through existing system and the Client Portal for Disbursement (CPD), ensuring that the service level standards (SLS) of the Controller’s Department are met.
• Check the validity and correctness of WAs to ensure that claims are compliant with the conditions of loan agreements.
• Coordinate with executing agencies (EAs) to address discrepancies and incompleteness of WAs, rejection of ineligible claims, timely submission of WAs by EAs, communication of processing status of claims, monitoring of advance account turn over ratios.
• Pre-screen WAs relating to co-financed loans, grants, program loans and commitment letters.
• Process claims pertaining to increase in advances and/or to enhancements of advance account and Statement of Expenditures (SOE) ceiling.
• Perform SOE verification for loan disbursements under SOE procedure for selected projects.
• Provide necessary assistance to EAs in following Bank’s disbursement guidelines and attend to inquiries regarding WAs.
• Ensure internal control and fiduciary compliance with all ADB Disbursement policies and procedures relating to processing of WAs and SOE review.
• Forward to Ministry of Finance and/or IAs/EAs, the disbursement related queries and documents from Headquarters (HQ) and follow-up on expected actions.
• Participate, as a resource person, in various loan disbursement seminars organized by BRM and the Controller’s Department, and provide disbursement related information to BRM and HQ staff.
• Assist in providing training and continued guidance to EA staff on Bank’s loan disbursement policies and procedures, as well as on related government regulations on advance account operations and other disbursement matters.
• Participate in user acceptance testing of disbursement related systems and support the rollout and utilization of the client portal for disbursement (CPD).
• Perform other tasks that may be assigned and reflected in the incumbent’s work plan.
Qualifications
You will need:
• Bachelor’s degree in business administration, accounting or commerce. A professional qualification (e.g. at least Professional Stage-KL under ICAB or equivalent accounting/finance certification) from local or international body, would be a distinctive advantage.
• At least 5 years of relevant professional experience in banking and/or financial services, preferably in international or multilateral organizations.
• Ability to do background economic research; collect, organize and analyze data and information; prepare analytical papers, notes and sections of report
• Good analytical skills to make simple pro and con lists, reach a decision, and set priorities for task in order of importance.
• Ability to liaise and work effectively with representatives/officials from the government, private sector, donor agencies and executing agencies.
• Good computer skills with sound knowledge of common word-processing, spreadsheets and graphics software and database management.
• Ability to work collaboratively with teams and individuals from different cultural/national backgrounds.
• Written and verbal proficiency in English and local language.

This opening is a local staff position. It is open only to nationals and residents of Bangladesh.
This is a fixed term appointment with an option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
