J-CAP is designed to deliver on the WBG’s commitment to expanding domestic capital markets to finance development in target countries. J-CAP is a priority scaling-up of previously successful World Bank-IFC collaboration (including capital markets building interventions in Colombia), bringing in additional resources (including funding and resources) and coordination to cover more countries. J-CAP assists countries in the development of local debt and/or equity capital markets that increase and diversify financing for the real economy, reducing reliance on traditional bank lending.
J-CAP Secretariat: The Secretariat for J-CAP provides a formal forum for coordinating country capital market strategies, facilitate resource allocation and project sequencing across the World Bank Group. Specifically, the Secretariat supports the design, prioritization and coordination of WBG capital markets activities in selected focus countries. J-CAP aims to deliver measurable progress in the development of debt and equity capital markets that would ultimately finance the real economy and leverage private investors to meet development needs. The Secretariat also serves as a one-stop shop for knowledge management (KM) on capital markets and dissemination across WBG and externally. The Secretariat is responsible for aggregating reporting from across JCAP’s global operations in order to keep WBG Management, JCAP’s Committees and its donor partners abreast of its operations and progress. As well, J-CAP holds and analyzes J-CAP related capital markets data from its countries.
The Coordinator for J-CAP’s Knowledge, Reporting, Data & Analysis will be a key part of the J-CAP Secretariat, reporting to the Principle Financial Officer heading the Secretariat.
The Coordinator for J-CAP’s Knowledge, Reporting, Data and Analysis position will be on a full-time basis within the CTM Department, and with their primary work focus on the J-CAP unit in Washington DC. The position is for two years.
Role and Responsibilities:
- Lead the coordination of J-CAP’s knowledge management efforts (on behalf of the Secretariat), sharing WBG efforts to develop capital markets and developing lessons learned via JCAP and other related programs including:
- Support on the coordination and dissemination of selected KM and communications material, including lessons learned notes, newsletters and similar content.
- Assist with the production of Power Point presentations, talking points, data points and related material for internal and external stakeholders.
- Manage and coordinate J-CAP’s KM network, particularly the J-CAP Community of Practice (CoP).
- Oversee and coordinate JCAP’s data and analytic work, including its dashboards. Manage the Secretariat staff working on data and analysis.
- Lead on the coordination and delivery of J-CAP’s internally required reporting to donors and other stakeholders.
- Support the coordination and delivery of J-CAP’s regional update calls (led by country leads) – helping to set up and deliver these calls. As needed, help produce draft minutes.
- Lead the coordination of WBG activities in one or more selected designated J-CAP countries with the relevant contact points from IFC’s industry departments, the World Bank Finance, Competitiveness and Innovation (FCI) Global Practice, IFC Treasury and also WB Treasury. Ensure alignment of advisory and investment activities. Specific country/regional responsibilities are to be confirmed. Activities in this regard include:
- Coordinating on the monitoring and reporting on J-CAP’s progress in designated countries, including the utilization of funds and associated deliverables.
- Collaborating with WB and IFC J-CAP designated “anchors” to identify and develop knowledge products that support capital markets awareness and development across the WBG and elsewhere.
- Perform select tasks in support of J-CAP and the work of the Secretariat, as agreed in advance with the Head of the Secretariat.
Selection Criteria:
- MBA or Master’s degree in a relevant technical field, and at least 4–8 years of relevant experience or an equivalent combination of education and experience.
- Proven and active track record in knowledge sharing and dissemination, especially across large multidisciplinary and globally distributed teams.
- Demonstratable experience of IFC’s advisory operations and donor reporting processes, history of delivering major donor reporting and advisory supervision reports are a plus.
- Demonstratable experience of delivering high-quality presentations and data analysis with a focus on Excel (and/or other software for data analysis).
- Excellent English written and spoken communication skills are essential, and multiple language skills are highly preferred.
- History and track record of working with others across organizational boundaries.
- Willingness to travel as and where necessary.
