The position is located in the Office of the Director-General/Executive Director (ODG/OED) of the United Nations Office at Vienna/United Nations Office on Drugs and Crime (UNOV/UNODC) in Vienna, Austria. Under the overall guidance of the Chief of ODG/OED and Strategy Advisor to the Executive Director, the incumbent reports to the Programme Coordinator (Gender) as first reporting officer and to the Policy Coordination Officer as second reporting officer.

Responsibilities
The incumbent will contribute to the gender equality (100%) function of the ODG/OED. Within assigned authority, and within the framework of the Global Programme on Gender Equality and Empowerment of Women in UNODC and UNOV (hereinafter referred to as the Global Programme on Gender), and with the objective to ensure that UNODC and UNOV achieve gender equality, the incumbent will be responsible for the following specific duties:
• Support the overall implementation of the Global Programme on Gender; provide substantive assistance and support to the development and implementation of specific components of the programme; provide substantive and technical input for the formulation, implementation and assessment of project activities; prepare and contribute to project reports; assist in establishing and maintaining strategic partnerships with relevant stakeholders including in Member States, civil society organizations, private sector and academia; assist in cooperating and coordinating closely with headquarters and field offices, as required, support the setting up and coordination of the network of gender focal points.
• Provide assistance in supporting the implementation and progress monitoring of the Gender Equality Strategy and Action Plan for UNODC and UNOV (hereinafter referred to as the Gender Equality Strategy), in close cooperation with UNODC and all relevant Divisions of UNOV, including UNIS, and in consultation with the Focal Points for Women.
• Provide assistance in supporting the implementation of the Gender Equality Strategy (2022-2026) in the regional offices in Southern Africa, Eastern Africa and West & Central Africa and support the regional and field offices in their collaboration with regional and national counterparts.
• Support the elaboration of an institutional training plan on gender equality and women’s empowerment, training methodologies, materials and tools and as appropriate, training and awareness activities that build the capacity of UNODC and UNOV staff.
• Coordinate and support the UNOV/UNODC Member State Group of Friends for Gender Equality and Women’s Empowerment.
• Contribute to internal and external communication and advocacy activities of UNODC and UNOV gender-related work in line with the Gender Equality Strategy commitments, including the organisation of events with other UN agencies, Member States, civil society and academia.
• Contribute substantively to the development and sharing of knowledge, good practices and tools on gender issues related to UNODC’s mandates with a view to integrating a gender equality perspective in UNODC’s work areas—both internally and externally, in line with the Gender Equality Strategy commitments. Support the development and implementation of an internal coordination mechanism for gender equality related activities.
• Contribute substantively to mainstreaming gender in UNODCs research across all mandates, including the development of gender-sensitive guidance tools and resources.
• Provide assistance in supporting the gender mainstreaming of all projects and programmes of UNODC and supporting the development of gender mainstreaming tools, including intersectionality tools.
• Participate in inter-agency work and activities related to gender equality and empowerment of women; attend and contribute to relevant gender related international meetings and conferences.
• Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Prepare and contribute to a variety of written outputs that relate to gender issues as they pertain to the work to UNODC and UNOV, such as background papers, progress reports, analytical papers, briefings and presentations.

Education
An advanced university degree (Master’s degree or equivalent) in public administration, international relations, political sciences, social sciences, law, management or related field is required. A first-level university degree in combination with two years qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

A minimum of two years of relevant professional work experience within government or within an organization active in international affairs in a policy coordination function including gender equality tasks OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.
Work experience in development, monitoring and implementation of gender equality and women’s empowerment initiatives is desirable.
Work experience in supporting the development, delivery and evaluation of capacity building activities related to gender is desirable.
Work experience in data analytics or related area in areas related to UNODC mandate areas is desirable.
Work experience in advocacy and awareness raising on gender-related issues is desirable.
Work experience working with external stakeholders in governments and/or high-level representatives is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another United Nations official language is an advantage.
