Org. Setting and Reporting

This position is located in the Human Resources Section of the Executive Office, United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Istanbul, Türkiye. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position-specific job opening is being advertised for the position of Associate Human Resources Officer (HR Policy and Audit). Under the overall supervision of the Head of the Policy, Strategy and Analytics Unit, the Associate Human Resources Officer (HR Policy and Audit) will report to a Human Resources Officer.

Responsibilities

Within delegated authority, the Associate Human Resources Officer (HR Policy and Audit) will be responsible for the following duties:

Policy

  • Provides advice and support to clients on human resources related matters, including HR policies and procedures;
  • Assists in drafting and updating standard operating procedures, policy guidance notes, information sheets etc. on various HR matters;
  • Keeps abreast of developments in various areas of human resources; assists in planning, organizing, developing and implementing human resources strategies and initiatives.

Audit

  • Coordinates, reviews and consolidates requested information, documentation and data in response to queries, observations and recommendations originating from both the external Board of Auditors (BOA) and the Office of Internal Oversight Services (OIOS);
  • Maintains a matrix of audit recommendations related to human resources and assists in monitoring and tracking the implementation progress of agreed audit recommendations through closure.

Administration of entitlements

  • Provides advice on salary and related benefits, travel, and social security entitlements.
  • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules.
  • Reviews the applications for internship programmes; handles correspondence with applicants. Staff development and career support training
  • Identifies and analyzes staff development and career support needs and assists in designing programmes to meet identified needs.
  • Provides induction orientation and briefing to new staff members.

Other duties

  • Prepares classification analysis of jobs in Professional and General Service and related categories.
  • Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review including research of human resources policies and drafts policy guidance on a wide range of human resources matters.

Education

  • Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of two (2) years of progressively responsible experience in human resources management, administration or related area is required.
  • Experience in providing human resources policy advice is required.
  • Experience in drafting standard operating procedures and/or guidance notes is desirable.
  • Experience in coordinating audit activities is desirable.

Languages

  • French and English are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable.
