Org. Setting and Reporting
The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $90+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber, and commodities. These positions are located in the HR Unit of the Business Support Section (BSS), which provides administrative support services to Pension Administration and the Office of Investment Management of the United Nations Joint Staff Pension Fund. The incumbents will report to the HR Lead for OIM within BSS.
Responsibilities
Within delegated authority, the Associate Human Resources Officer will be responsible for the following duties: General • Provides advice and support to managers and staff on human resources related matters. • Keeps abreast of developments in various areas of human resources. Recruitment and placement • Coordinates with client offices in identifying upcoming vacancies. • Prepares vacancy announcements, reviews applications, and provides a short-list to clients’ offices. • Reviews recommendation on the selection of candidate by client offices. • Prepares and presents cases to appointment and promotion bodies. • Monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions in Umoja, including preparation of personnel actions, maintenance of staffing tables, and processing of contracts. • Supervises the maintenance of the human resources filing system. Administration of entitlements • Administers and provides advice on salary and related benefits, travel, and social security entitlements. • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules. Staff development and career support training • Identifies and analyzes staff development and career support needs and designs training programmes to meet identified needs. • Provides induction orientation and briefing to new staff members. Other duties • Prepares classification analysis of jobs in Professional and General Service and related categories. • Provides guidance to programme managers on the application of classification performance management policies and procedures and by undertaking a whole office review with a view to improving the performance management processes. • Performs other duties as assigned.

Education
Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two years of progressively responsible experience in human resources management, administration or related area is required. Two or more years of experience in the application of UN common system HR rules and regulations is required. Experience managing a large volume of recruitments is desirable. Experience analysing HR data using data management tools, such as PowerBI or equivalent, and producing complex reports is desirable. Experience using ERP applications, such as Umoja, and having the HR Partner role is desirable. Experience in an Executive Office is desirable.
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is an advantage.

• This position is temporarily available for 10 months, further extensions are subject to availability of funding.
