The International, Impartial and Independent Mechanism – Syria (IIIM) was established in December 2016 by the General Assembly to assist in the investigation and prosecution of persons responsible for the most serious crimes under International Law committed in the Syrian Arab Republic since March 2011.

The IIIM is a justice facilitator working towards accountability for core international crimes, particularly war crimes, crimes against humanity and genocide, committed in the Syrian Arab Republic from March 2011 onwards. It collects, preserves and analyses information and evidence. It then shares, either on request or proactively with competent jurisdictions, material and analytical products relevant to on-going investigations. The IIIM does not have prosecutorial powers. Rather, it assists those jurisdictions which are leading investigations and prosecutions against suspected perpetrators of crimes in Syria.

As Associate Human Rights Analyst (100%) you support the Judicial Support and Cooperation Section by providing the following:

  • Assist with the development of research and analysis strategies and conduct research to identify relevant evidence in the IIIM repository and open-source information to support the development of analytical notes and investigations that can further criminal accountability for the most serious crimes under international law committed in the Syrian Arab Republic since March 2011.
  • Collect, synthesize, evaluate, organize, and analyze information and evidence to determine relevance and gaps to inform decisions relating to investigative activities and support of the IIIM responses to requestsfor assistance and proactive sharing activities.
  • Conduct research in the IIIM repository and evidence review to identify information relevant to the search for missing persons.
  • Maintain and update IIIM’s internal databases and uses information management evidence processes and electronic information systems to classify, manage, store and transfer information.
  • Participate in briefings and conferences with other members of the IIIM and actors external to the IIIM including national judicial authorities, civil society actors, UN entities and other partners relevant to the collection and analysis of information and evidence, as necessary.

Skills required

For the Swiss JPO programme:

  • Swiss nationality
  • Not older than 32 years at the date of the first round of interviews
  • Fluency in English and a second UN language
  • Master’s degree  
  • Two Swiss national languages
  • Driving license

 

For this position:

  • Master’s degree in intelligence analysis, criminology, law, Middle Eastern studies, conflict or security studies, international relations, political/social/data science or related fields
  • 3 years of professional experience with a focus on intelligence/information analysis, criminal investigations, international humanitarian law or human rights is required. (Counted at 100%, gained after completion of the first university degree. Internship experience is counted as 50%, regardless of whether paid or not.)
  • Experience in the Middle East region is desirable
  • Working knowledge of analytical software, open-source investigations and analysis is desirable
  • Fluency in English and knowledge of Arabic is required
