Mission and objectives

The United Nations Country Team (UNCT) in Jordan is comprised of 19 resident Agencies, Funds, and Programmes, namely: FAO, ILO, IOM, OCHA, UNDSS, UNDP, UNESCO, UNFPA, UN-Habitat, UNHCR, UNICEF, UNIDO, UNODC, UNOPS, UNV, UNRWA, UN Women, WFP, WHO, as well as the World Bank, and the Resident Coordinator Office (RCO). It also includes five non-resident Agencies, IAEA, IFAD, OHCHR (with SHRA in RCO), UN Environment and UNIC. ESCWA and IFC also participate in UNCT meetings for coordination purposes.
Since 2018, a Senior Human Rights Adviser (SHRA) is deployed to the Office of the Resident Coordinator (RCO) reporting to the Resident Coordinator (RC) and the United Nations Office of the High Commissioner for Human Rights (OHCHR).
The Senior Human Rights Adviser 1. works with the UNCT to integrate human rights into their programmes and activities, to develop strategies and programmes aimed at building and strengthening national capacities and institutions for the promotion and protection of human rights, and to promote human rights as a common UN value and to uphold international norms and standards through advocacy and awareness-raising; 2. supports the RC and UNCT and national partners in their engagement with international human rights mechanisms; and 3. provides technical advice and conducts human rights capacity-building for a range of governmental and non-governmental actors.

Context

Jordan has ratified seven out of the nine core international human rights treaties including the Convention on the Rights of Persons with Disabilities (CRPD), underwent the 4th universal periodic review (UPR) in 2024 and welcomed several independent experts on a country visit including the Special Rapporteur on the Rights of Persons with Disabilities in September 2022. For this assignment, with the support from the United Nations Partnership on the Rights of Persons with Disabilities Multi-Partner Trust Fund (UNPRPD MPTF), the SHRA with assistance of the UNV would coordinate the United Nations Country Team support to Jordan, mainly to the Higher Council for the Rights of Persons with Disabilities (HCD) but also other stakeholders especially organizations of persons with disabilities (OPDs) and persons with disabilities (PWD) in the organization of and engagement with the Regional and Global Disability Summits to be held in Amman in November 2024 and in Berlin in April 2025 respectively. The incumbent will also contribute to coordinating the development of a joint UN programme 2025-2027 in support of commitments made at the Global Disability Summit to promote and protect the human rights of PWD in Jordan.

Task description

Under the direct supervision of the SHRA in the RCO Jordan, the UN Volunteer will undertake the following tasks:
• Contribute to researching and collecting information pertaining to the human rights of PWD in Jordan;
• Attend and support the HCD, as needed, in organizing consultations across Jordan to prepare for the Regional and Global Disability Summit and for a situational analysis;
• Prepare a situation analysis, validate that analysis with different stakeholders including with the HCD and bring it to publication prior to the Global Disability Summit;
• Assist to facilitate UN support to the Regional and Global Disability Summit in close coordination with the HCD;
• Organize a UN side event at the Regional Summit on a CRPD based framework for care and support systems;
• Organize a four-day and two-day capacity building workshop for OPDs and potential participants in the Summits following the UNPRPD Joint Programme Induction Training: Cross Cutting Approaches and Pre-conditions for Disability Inclusive Development on 1. Equality and non-discrimination; 2. Service delivery; 3. Accessibility; 4. CRPD-compliant budgeting and financial management; and 5. Accountability and governance.
• Assist in developing a joint UN in Jordan programme 2025-2027 to support the implementation of some of Jordan’s commitments at the Global Disability Summit using a human rights-based approach; and
• Perform other related duties as required.
