The United Nations Support Mission for Libya (UNSMIL) is an integrated special political mission established in by UN Security Council Resolution on request of the Libyan authorities.

UNSMIL’s mandate lists a range of mediation and good offices tasks, and includes the promotion of human rights, civil society and civic space, women’s participation and children’s rights, and national reconciliation and transitional justice. 

 

UNSMIL’s Human Rights, Transitional Justice and Rule of Law Service (HRS) mandate includes monitoring and reporting on the human rights situation and violations of International Human Rights Law, technical support to the justice and corrections sector and building the capacities of civil society to promote human rights standards and supporting the transitional justice process.

 

HRS identifies key patterns and trends to ensure evidence-based advocacy and engagement. HRS closely engages with civil society actors, (women) human rights defenders, the justice system, line ministries, parliamentarians, the bar association, and academia, and issues regular reports on the human rights situation. 

 

Duty Station of this position: Tunis, Tunisia OR Tripoli, Libya (depending on the security situation in the country)

 

As Associate Human Rights Officer you support the United Nations Support Mission in Libya (UNSMIL) by providing the following:

  • Assist in planning activities related to UNSMIL’s mandate on human rights;
  • Assist in UNSMIL’s Human Rights Service in substantive human rights issues, in particular on transitional justice and national reconciliation as well as on other thematic priorities, support to field reporting obligations, support the coordination and implementation of the mandate of the Berlin process International Humanitarian Law and Human Rights (IHL/HR) Working Group;
  • Assist in drafting reports of the High Commissioner for Human Rights and Secretary-General on human rights situations in Libya;
  • Conduct substantive research on best practices in the field of human rights and transitional justice, and undertake analysis of human rights issues and trends/patterns and assess their impact on the human rights situation in Libya;
  • Collect and analyze human rights indicators in countries of assignment, including gender-specific indicators;
  • Provide support to ensure that human rights, including gender considerations, are integrated into UNSMIL’s efforts and projects;
  • Etc.

Skills required

For the Swiss JPO programme:

  • Swiss nationality
  • Not older than 32 years at the date of the first round of interviews
  • Fluency in English and a second UN language
  • Master’s degree
  • Two Swiss national languages
  • Driving license

 

For this position:

  • Master’s degree in in law, political science, international development, international relations or other disciplines related to human rights.
  • 3 years of professional experience in human rights and transitional justice. UN DESA counts internships at 50% regardless of whether paid or not.
  • Knowledge of the MENA region is preferred, knowledge of the Libyan political process is an asset.
  • Relevant experience in the UN system an asset.
  • Knowledge of Arabic is an advantage.
