OCHA assists humanitarian organisations in responding effectively to the needs of people affected by crises, helping them understand, analyse, and address those needs. Through providing essential tools and services, they support humanitarian leadership and ensure that no one impacted by a crisis is left behind in the response efforts.
OCHA has a long term presence in Somalia, with offices in Mogadishu and six field locations. The Access/Civil Military Coordination Unit seeks support for the four main strategic objectives, which are:
- Strengthen the common analysis and shared understanding of the operational context among humanitarian partners
- Enhance coordination among humanitarian partners and engagement with relevant parties and stakeholders to establish or improve humanitarian access including in hard-to-reach areas
- Support an enabling operational environment for humanitarian actors by engaging with armed forces and with communities
- Promote a regulatory environment that protects humanitarian space and eliminates bureaucratic and administrative impediments to principled humanitarian action
As Associate Humanitarian Affairs Officer (100%) you support the Access/CMCoord Unit by providing the following:
- Monitoring & Reporting: Ensure effective monitoring and reporting on issues related to the Access Monitoring and Reporting Framework (AMRF), providing advice and information.
- Humanitarian Coordination: Engage in workgroups, meetings, and consultations with agencies and partners on emergency relief matters.
- Support Access Products: Contribute to the development of access-related products (e.g., maps, reports, AMRF) and support access team engagement.
- Military & Humanitarian Relations: Advise and educate national military/police forces on coordination with the international humanitarian community and assist in advocacy and negotiations with various stakeholders.
- Operational Support: Map armed actor networks, establish protocols, and provide guidance on operational challenges in the humanitarian environment.

Skills required
For the Swiss JPO programme:
- Swiss nationality
- Not older than 32 years at the date of the first round of interviews
- Fluency in English and a second UN language
- Master’s degree
- Strong interest in a longer-term career with the United Nations
For this position:
- Master’s degree in Political or Social Science, Law, International relations, Engineering, Computer science
- 3 years of professional experience in social development programme planning, public finance, public advocacy or another related area required. OCHA counts internships at 50%, regardless of whether paid or not.
- Computer skills is considered an advantage
- Fluency in English is required
- French, Somali or another UN official language is considered an advantage
