Org. Setting and Reporting
This position is located in the Office of the High Commissioner for Human Rights (OHCHR), occupied Palestinian territory (oPT) country office in Ramallah. Under the overall guidance of the Head of Office, the incumbent reports to the Protection Cluster Coordinator.
Responsibilities
• Data Coordination Assists and maintains information flows to facilitate protection and human rights information exchange and the promotion of data and information standards in the field presence; supports humanitarian counterparts to ensure that information activities are coordinated and consistent with human rights standards and practices; provides support on the use and development of information management tools and platforms to OHCHR staff members and partners. • Data Management Assists in the maintenance of content on relevant platforms, support with the quality control for the platforms and and stays abreast with current, comprehensive and relevant metadata standards; works with external counterparts on related platforms to facilitate cross-site interoperability. Assists in designing and maintaining databases, spreadsheets and other data tools; understands, documents, and help ensure the quality of high-value human rights and protection data for accuracy, consistency and comparability; consolidates operational information on a regular schedule to support analysis. Supports the appropriate storage, destruction or archiving of data. • Data Analysis Supports analysis activities, including humanitarian needs overviews, common country analysis, secondary data reviews, preliminary scenario definitions and rapid assessments; assists on the assessment design to ensure data quality; helps manage platforms and tools the support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK). • Geographic Information Systems (GIS) & Mapping Maintains a repository of spatial data and ensures that the data are documented and accessible to all humanitarian partners through local and/or online services. • Visualization Supports the production of updates and information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; support the development of advocacy materials including posters, presentations and other visual materials. • Data security and confidentiality Assists in the data coordination, management; and supports in analysing that the field presence is safe and there is no unauthorised access or disclosure of information, including assessment and mitigation of related risks. • Performs other related duties, as required.

Education
Advanced university degree (Master’s degree or equivalent) in information management, information systems, social science or related field. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two years of progressively responsible experience in information management, information systems, web management, data management, geographic information systems & mapping, data visualization, or other related area is required. Experience managing protection information related to human rights is desirable. Experience within the United Nations common system or similar international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic (both oral and written) is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
Special Notice
Extension of the appointment is subject to extension of the mandate and/or the availability of the funds. Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located. Candidate selected will be granted a fixed-term appointment limited (“FTAlimited”) in accordance with section 2.2 (b) of administrative instruction ST/AI/2013/1 on Administration of fixed-term appointments.
