Organizational Setting and Reporting Relationship
- The position of Associate Investment Officer is assigned to the Portfolio Management Division (PSPM) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines.
- You will report to PSPM designated International Staff and senior National Staff.
Your Role
- As an Associate Investment Officer, you will be responsible for all risk and client relationship aspects of assigned transactions from first disbursement to final repayment. You will work with Financial Institution borrowers ranging from micro-finance institutions, non-bank finance companies, leasing companies to large universal banks. You will also work with both external clients and internal ADB staff.
You will:
Credit monitoring
- Prepare periodic credit monitoring reports.
- Analyze client financial data, problems and remedial actions
- Work with assigned senior International Staff regarding warning signals or potential problems in transactions; and design and coordinate remedial action.
- Participate in missions related to project monitoring.
Onboarding and Closing
- Ensure accurate system entries of transaction approvals, signings, recording terminations and cancellations and coordination with other departments where required.
Project Onboarding and Monitoring
- Ensure client adherence of their obligations for accurate submission to ADB of periodic reports.
- Communicate with clients and coordinate internally in case of covenant breaches or unexpected developments in transactions.
- Work with clients and PSPM staff to design remedial measures (waivers, demand letters etc.) and implement them jointly with other ADB units.
- Monitor the development effectiveness parameters and environmental and social management system compliance of transactions.
- Support client-relationship management and participate in meetings and business trips.
- Coordinate with other ADB units on further review and actions to be taken on any type of reports received.
- Ensure the periodic portfolio reporting is done.
Disbursements
- Ensure processing of disbursement requests, review of withdrawal applications, verification of compliance with disbursement conditions and loan covenants; follow up on submission, completeness and validity of required documents.
- Prepare correspondence, obtain necessary approvals for disbursement of ADB’s share .
Database Maintenance
- Ensure completeness of database of legal documentation, financing and security documents and project contracts for new project approvals, including completeness of documents created in PSPM post-origination;
- Help maintain project related databases, tracking portfolio size, composition, and other characteristics, for management information.
- Ensure that periodic portfolio related reporting is done.
Annual Reviews and Project Completion Reports
- Collect data, assess financial and developmental performance of projects, conduct interviews and participate in missions to evaluate projects for extended annual review reports (XARR) and its preparation
Administrative and Planning Support
- Contribute and help in different initiatives to facilitate PSPM’s interaction with other ADB units.
- Develop procedures to facilitate the credit administration process.
- Participate in special projects assigned by the supervisor
- Help develop and finalize PSPM’s submissions for ADB’s annual planning, budget exercises, mid-year budget reviews and work planning.
Qualifications
You will need:
- At least a Bachelor’s degree in finance or business (or related fields)
- At least 6 years work experience, ideally focused on financial institutions (FI) sector, in lending and/or equity investments in FIs preferably with an international financial institution, investment bank, infrastructure fund or consultancy firm; experience in corporate finance, project finance or infrastructure finance will be an added advantage;
- Understanding of finance and business principles, and skills in client management.
- Strong financial and credit underwriting skills across several financial products, including loans, equity investments, and guarantees.
- strong negotiation and judgement skills, and to conduct discussions with internal and external clients
- to identify tasks and priorities; create and then implement plans for completion tasks.
- advanced MS Excel, MS PowerPoint skills and the ability to analyze data
- the ability to collect and organize required information, for analysis and organization; conduct research of complex tasks; and prepare notes, papers and detailed, reports
- have the capacity to work in a multicultural setting, be a team player and guide junior staff to facilitate work planning and quality delivery.
- Proficiency in both written and verbal English, with the ability to write good reports
