The position is located in the Office of the Director-General/Executive Director (ODG/OED), United Nations Office at Vienna / United Nations Office on Drugs and Crime (UNOV/UNODC). Responsibilities
Within assigned authority, the Associate Legal Officer will assist the Senior Legal Advisor in providing advice and support to UNOV/UNODC Senior Management, UNOV/UNODC offices and, as required, to United Nations Secretariat entities based in Vienna or other Vienna-based organizations. In particular, the Associate Legal Officer will be responsible for the following specific duties: • Conduct legal research and assist in preparing legal opinions and advice on a wide range of international public and private law issues, including the United Nations Charter, resolutions and decisions of UN governing bodies and the UN legal and administrative framework, UN privileges and immunities, and institutional questions, host country legislations (Austrian legislation and other national legislations relevant to UNODC offices away from Vienna headquarters). • Assist in drafting or reviewing and make concrete proposals, contribute ideas to adjust or improve, as applicable, a variety of legal documents or documents with legal implications, comprising letters, MOUs, agreements with Member States or UN and non-UN organizations comprising host country and conference agreements with host States, contracts, administrative issuances, inter-office memoranda and letters under the signature of senior UNODC or UNOV officials. • Assist substantive units, as directed and within assignments, in negotiations with outside parties and stakeholders, comprising negotiations on the terms of commercial contracts, MOUs and agreements comprising service-level agreements with Member States as applicable. • Assist in the preparation of legal opinions or advice on claims or disputes involving UNOV or UNODC. • Contribute to submitting concrete proposals to prevent or minimize exposure and liability of the Organization and UNOV/UNODC across assignments. • Assist in representing ODG/OED Legal at meetings including with external stakeholders, as directed, and report on such meetings. • Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties, as assigned.

Education
An advanced university degree (Master’s degree or equivalent) in public international law or other relevant legal fields is required. A first-level university degree in law in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree in law and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP)/the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience
A minimum of two years of relevant progressively responsible professional experience in law, including legal analysis, research and writing or the successful completion of the Young Professionals Programme Examination (YPP)/ the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. One year or more of professional experience working in a legal office of a government department or Ministry or of the secretariat of an international organization is desirable. Experience in drug control, crime prevention and criminal justice treaties, intergovernmental processes and policy is desirable. Experience in reviewing, drafting and negotiating agreements and other legal instruments, and/or advising on privileges and immunities is desirable. Work experience within the United Nations system or similar international organizations is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of German (language of the host country) and/or Spanish is desirable. Knowledge of another United Nations official language is an advantage.
