Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Cameroon Program Overview:

CHAI began work in Cameroon in 2007, with a focus on improving access to lifesaving HIV diagnosis, treatment, and care. CHAI helped the Ministry of Public Health to introduce and scale up paediatric and second-line antiretroviral therapy (ART) and improve laboratory systems to better diagnose the disease, including Early Infant Diagnosis (EID). Since then, CHAI has helped introduce point-of-care testing for HIV and innovative mobile health technology to improve turnaround time for EID results. We have helped to integrate EID, Viral Load (VL), and tuberculosis (TB) testing on one device, and we are working to increase access to newer and better medications for adults and children with HIV alongside the National AIDS Control Committee. CHAI has also supported the government in its efforts to save the lives of women and infants through mentoring of service providers and increasing access to long-acting contraceptives to help women safely plan their families. We have supported the government to introduce and scale up better treatment for severe malaria and are now helping to ensure that it is consistently available and properly used by health workers across the country.

CHAI recently initiated engagement with the Ministry of Public Health (MoH) in Cameroon through its National Malaria Control Program (NMCP). CHAI aims to build sustainable access to timely and high-quality information across relevant levels of the health system and help programs to routinely use data and generated analytics to inform programmatic and strategic planning and operations.

Overview of Role:

CHAI seeks a highly motivated individual with exceptional analytical, communication, and teamwork skills to contribute to its crucial work in reducing malaria morbidity and mortality in Cameroon. Reporting to the Malaria Program Manager, the Associate, Malaria Case Management, will benefit from collaboration with a strong internal team and leverage CHAI Cameroon’s established relationships with the Ministry of Public Health and its partners. This individual will work closely with various stakeholders and subject matter experts, driven by a deep personal commitment to achieving impactful results.

CHAI seeks a highly motivated individual to play a pivotal role in bolstering malaria cases and supply chain management through collaborative efforts with the NMCP. This individual will ensure the optimal availability of essential commodities for malaria prevention, diagnosis, and treatment through meticulous needs assessment, procurement processes, and supply chain planning strategies. They will also closely monitor the delivery of malaria case management services at both health facilities and community levels, identifying areas for improvement and ensuring efficient service provision. Furthermore, the Associate will actively participate in developing and implementing interventions that mitigate the growing threat of antimalarial drug resistance in Cameroon. Functioning as an integral part of a broader team, they will collaborate effectively with CHAI’s malaria team, the NMCP, and other relevant stakeholders within and outside the Ministry of Health. This collaborative approach will be crucial for supporting community health initiatives, strengthening malaria case management, and optimizing supply chain management practices.

The successful candidate will possess exceptional analytical and communication skills, as well as strong problem-solving and relationship-building skills. He/she must have a deep personal commitment to producing results and working independently without day-to-day supervision. This position will be ideally based in Yaoundé, Cameroon, with some in-country travels on country leadership approvals.

Responsibilities

  • Contributing to the development and implementation of a national malaria drug resistance strategy:
    • Conduct a baseline assessment of the status of resistance and its drivers, drawing on existing data and collaborating with partners.
    • Develop a draft strategy with interventions to strengthen surveillance, optimize antimalarial use, and deploy new tools in priority areas.
    • Define potential ACT diversification scenarios, including MFT strategies, considering feasibility and resource needs.
    • Collaborate with stakeholders to refine the strategy and advocate for its adoption.
  • Providing technical assistance to NMCP:
    • Support the development and dissemination of training materials, checklists, and guidelines for health workers and community health agents.
    • Participate in integrated case management supervision efforts and data analysis.
    • Coordinate community health/case management components of the national malaria strategic plan.
  • Building partnerships and collaboration:
    • Engage with a range of stakeholders, including government agencies, research institutions, and community health organizations.
    • Facilitate collaboration between CHAI teams, NMCP, and other strategic partners to ensure alignment and achieve program goals.

Additional Responsibilities:

  • Work alongside NMCP and other key MoH partners to support relevant workflows on community health, malaria case management, and supply chain management.
  • Serve as a focal point with case management, supply chain, and community health stakeholders in the country, ranging from government, academia, civil society, and the private sector (i.e. a long-term physical presence in the country to provide uninterrupted support).
  • Support advocacy efforts for case management, supply chain, and community health strategy, program design, and implementation in line with evidence-based best practice.
  • Strengthen and extend programmatic reporting and activity monitoring tools and processes at central and operational levels; develop the capacity of government staff to monitor activities regularly.
  • Support NMCP in the collection, analysis, and visualization of case and inventory management data. Monitor progress and data quality and make necessary updates to the M&E framework and documentation of learning.
  • Collaborate effectively with CHAI teams, including malaria surveillance, analysis and technology, and health financing teams, to support CHAI’s community health deliverables.
  • Perform other duties as assigned by their supervisor.

Qualifications

  • Master’s degree in public health, global health, pharmacy, or related field.
  • Minimum 4 years of experience in public health, malaria control, supply chain, strategy consulting, management consulting, or a related field.
  • Excellent written and oral communication skills, with a good command of spoken and written French and English, as well as the ability to make convincing presentations and write reports.
  • Good command of Microsoft Word, Excel, PowerPoint, and Outlook.
  • Proven ability to work on highly complex problems without significant structural or operational support.
  • Proven ability to learn quickly, make connections by acting on technical information, and translate scientific knowledge into actionable information for decision-making.
  • Strong analytical skills and experience with data analysis tools.
  • Strong problem-solving and entrepreneurial skills.
  • Ability to be efficient, calm, and flexible in a fast-paced work environment, manage multiple tasks simultaneously and prioritize effectively.
  • Strong work ethic, integrity, credibility, and dedication to CHAI’s mission.
