Under the overall authority of the UNESCO Regional Director for Southern Africa, and the direct supervision of the Regional Advisor – EHW, the Regional Programme Associate will be responsible for providing programme support functions to ensure effective, planning, implementation and monitoring of UNESCO’s work in the Education-EHW unit. Specifically, s/he will be responsible for providing support to the “Our rights, Our Lives, Our Future” (O3) programme across sub-Saharan Africa, the O3PLUS project and the implementation of activities under the Unified Budget, Results and Accountability Framework (UBRAF) across Eastern and Southern Africa. Support will be provided in the following key programme areas:

Programme budgetary support:

  • Provide programmatic and budgetary input for extrabudgetary proposals, including support through the preparation of results-based budgets and budgets by category of expenditure.
  • Provide regular budget monitoring updates to the regional team and participating countries under the O3 programme and O3PLUS project.
  • Support the EHW Regional Advisors and country teams with preparation of budget operation requests, budget allotment revisions in line with donor agreements and budget revisions for donor approval in view of grant extensions.
  • Support the EHW Regional Advisor with preparation of budgetary related reports and communication, when required, to the ROSA Administration Unit, BFM and BSP.  
  • Support the Regional Team in meetings with National Project Officers (NPOs) and ad hoc guidance to NPOs on budgetary related matters.
Programme planning and coordination:
  • Provide work planning support for the EHW unit by preparing and maintaining schedules on funds available per region and country for programme implementation.
  • Prepare the country updates to ESA countries under O3 programme and O3PLUS project on expenditure levels across the various budget codes.
  • Conduct periodic reviews on commitments eg contracts, fund reservations and staff missions to facilitate the liquidation of open financial commitments funds.
  • Provide support to the Regional Advisor with analysis of regional and country level expenditure rates to ensure timely support to low implementation countries and identify solutions for effective funds utilization.
  • Providing guidance and backstopping to ESA country teams in collaboration with the Regional Advisor, on matters related to budgets and funds utilization to ensure planned activities exhaust allocated funds within the set timeframes under O3 and O3PLUS programmes.
Resource mobilization support:
  • Support the Regional Advisor and team with preparation of results-based budgets and budgets by category of expenditure in line with B4U standard cost guidelines.
  • Preparation of any budgetary related documentation requested by existing and potential funding partners, AO and BFM.
  • Support the planning and organization of meetings with funding partners.
  • Support the ESA and WCA Regional teams to follow donor approved agreements on extrabudgetary resources with reference to reporting guidelines, budget revisions and correct allocation of budget lines throughout the implementation of O3 and O3PLUS programmes.
Regional administrative support:
  • Support the planning, organization and implementation of workshops, seminars and meetings through vendor, contract, and travel management roles.
  • Monitor and follow up on contracts to ensure deliverables are submitted timeously by implementing partners and or service providers as per established contracts, with alerts to relevant officers for follow-up.
  • Provide training and mentorship support to new interns and programme assistants on administrative guidelines and procedures as well as induction exercises in administration related matters for new appointees under EHW at national and regional levels.
  • Disseminate administrative updates to the EHW team members.
General Accountabilities:
  • Provide guidance and interpretation to the ESA and WCA Regional and country teams on both routine and non-recurring complex issues on administration, budget and financial matters.
  • Provide guidance and interpretation on administrative rules, regulations and procedures; Advise on operational and technical routine transactions.
  • Recommend process and system related modifications and improvements to support successful administration and financial monitoring and control.
  • Execute any other tasks as assigned by the EHW Regional Advisor and the ROSA Director.
Required Qualifications:
Education:
  • A first level degree in Business Administration, Finance or equivalent.
  • An advanced university degree (Master’s or equivalent) in Development Studies, Project Management.
Work experience:
  • Minimum 2 (two) years of relevant work experience in an international organization, including administrative support roles on Education for Health and Wellbeing programmes.
  • At least 2 (two) years’ experience in a role that involves budget formulation and financial reporting.
  • Experience in budget development support in resource mobilization initiatives.
  • UN experience (desirable).
