Based in Rome, Italy, under the supervision of the Lead of the Strategic Performance and Results Management Unit, the Associate Officer will support the implementation of the Alliance Strategy, Performance and Results management framework. The Associate Officer will play a key role in the monitoring of Alliance Programs in the context of all research projects, including both bilateral projects and pooled funding together with Alliance staff who have Monitoring, Evaluation and Learning responsibilities. This role will work very closely with the Technology Integration, Organizational Development Unit, Human Resources, Research Levers, Office of Program Delivery, and Program Management Officers.
Responsibilities:
- Contribute to the design, implementation, and continuous improvement of a Results-Based Management (RBM) monitoring system that incorporates the Strategic Objectives and supports the delivery of impact against the Alliance Strategy.
- Contribute to the integration of all aspects of the Strategic Results Framework (SRF) and the One CGIAR Performance and Results Management Framework (PRMF) into the RBM monitoring and reporting system, including linkages to the Sustainable Development Goals.
- Support the annual Research Lever Action plans, mainly focusing on their presentation, including the Performance Agreements, and contribute to the proposal/design of reporting through the Alliance-designated system.
- Inform performance appraisals to ensure consistency of standards and process among the levers.
- Collaborate with other business experts in the development/adjustment of related Enterprise Resource Planning System modules to support the integration and synchronization of information. (e.g., linking between work in the Tracking Information Products (TIP) and/or One Corporate System (OCS))
- Coordinate the collection, analysis and synthesis of performance data to monitor progress against the SRF, and ensure information is disseminated to relevant parties (Alliance – Bioversity/CIAT – units, Senior Management Team, Associate Research Director, Board of Trustees, Donors, System Management Office).
- Provide capacity building in the use of the RBM monitoring system to staff, including guidance notes and on-the-job mentoring for all users (scientists, Team Leaders, Budget Officers, Board and External Audience).
- Ensure materials are disseminated through the appropriate channels (webinars, intranet, internet).
- Identify opportunities for providing standards where there is a regionalized decentralized implementation and support through the regional Monitoring, Evaluation and Learning expert contact focal points.
- Operationalize a comprehensive approach to Monitoring & Evaluation, creating effective linkages with teams such as Program Management, Impact Assessment and Foresight, and Data and Information Management.
- Contribute to improving the quality of research proposals with respect to Monitoring & Evaluation components where related to results reporting, for example, by making successful examples accessible within the Alliance and contributing to a Proposal Analysis exercise in the form of a boilerplate description of Alliance results reporting.
- Foster the internal processes of research planning and reporting, and facilitate learning and improvement of the processes along the research cycle.
Requirements:
Essential Requirements:
- Master’s degree in Economics, International Development, Public Administration or related field.
- Previous work experience (preferably 5-10 years) with delivering results in :
- Supporting the design and implementation of information technology-based M&E frameworks and systems.
- Operating and bridging between processes and content requirements into harvestable data points and visualization for organizational business intelligence.
- Assisting others in building their capacity on M&E.
- Advanced command of the English language, both written and spoken.
- Excellent interpersonal, teamwork and analytical skills.
- Experience working in multi-disciplinary and multicultural organizational environments.
- Well-developed skills in personal organization, time management, problem-solving, and checking for accuracy.
- Good communication skills and appreciation of diverse cultural contexts.
- Sound knowledge of standard office procedures
