As an Associate Operations Analyst, you will provide operational and analytical support for the ENV team/CCRE and contribute to the implementation of the work mandate of the group. You will assist in the administration and implementation of the ENV team/CCRE technical assistance projects, contribute to the production of the group’s reports and knowledge products, and support the administration and implementation of ADB projects cofinanced by the Global Environment Facility (GEF), including the preparation, monitoring and budget administration for EGEF (GEF budget). You will perform activities in support of ADB’s Organizational Resilience.

You will:

  • Assist in monitoring and reviewing the ENV team work plan and ensure efficient and timely coordination between team members on activity implementation.
  • Assist in the logistical arrangements, information dissemination, and overall organization of ENV team activities, such as conferences, trainings, and workshops, green bag seminars, webinars and other meetings.
  • Manage and maintain the ENV team SharePoint database of knowledge events such as green bag seminars, webinars, workshops and other trainings, which may include uploading of materials, presentations, and other information relating to these activities/events.
  • Recruit and engage consultants for the ENV team technical assistance projects, as well as staff consultants that are financed through the ENV team and EGEF administrative budgets. Coordinate the issues and concerns from consultants ensuring that these are resolved, process contract variations for consultants, and review and ensure the accuracy of the advances and claims being filed by consultants.
  • Manage fund allocations for newly engaged and existing consultants with increased contract amounts through the Integrated Disbursement System (IDS).
  • Monitor the administration and implementation of ENV technical assistance projects, including reporting on budget and financial administration issues.
  • Monitor the implementation of approved grants, programs and projects with GEF-cofinancing, ensuring the completeness of GEF-required reports, as well as its submission in a timely manner.
  • Contribute to the preparation of GEF work planning and budgeting, and midterm budget review. Compile and prepare the annual and midterm budget requirements for projects that require EGEF cofinancing for their business travel and/or staff consultancy engagements, including preparation, review of inputs and submission of budgetary requirements from operations departments—making adjustments to initial budgetary submission in order to comply with approved budget. Monitor and oversee the overall utilization of EGEF budget, ensuring that expenses are utilized properly, and justifications are provided as needed.
  • Serve as focal person for ENV knowledge products and knowledge events, including coordination with other relevant departments on Sector Thematic Trainings/Learnings, compliance check, publication requirements, and other steps/activities related to publishing and finalizing ENV knowledge initiatives.
  • Performs other tasks as assigned and reflected in the incumbent’s workplan.

Qualifications:

You will need:

  • Bachelor’s degree in Economics, Business Administration and related fields
  • At least 5 years work experience
  • Preferably knowledgeable on ADB business processes for consultant engagement, disbursement system, TA claims portal, TA request for payment and project administrations instructions, staff instructions, etc.
  • Written and verbal proficiency in English
  • Suitability to undertake the responsibilities mentioned above at the required level
