Blended Concessional Finance (BF) is a key tool in the execution of IFC’s 3.0 strategy Creating Markets. Partnerships and Blended Finance Department has a mandate to raise, manage, and deploy funds from the external contributors, including for advisory, upstream, and blended finance operations. Within the Department, Blended Finance New Business and Portfolio (CBFNP) division is responsible for adequate fundraising, management, and deployment of BF funds; CBFNP Operations Officers (OO) focus on the fundraising and management of BF facilities.
As of today, CBFNP manages a pool of contributor funds of over $7 billion, with expectation of continued rapid growth of funds under management. BF funds support IFC’s engagement in the most developmentally impactful areas: IDA and FCS countries, climate, infrastructure, gender, and others. These funds are co-invested on concessional terms alongside IFC’s own resources, enabling projects that would not otherwise take place otherwise.
CBFNP is seeking two (2) Associates Operations Officers to support the Climate and Infrastructure team (part of the CNBFP division). The Associate OO position is an exciting opportunity to work globally on some of the highest impact projects. Being part of CBFNP, this position will also provide the successful candidates with an opportunity to work across different industry groups and regions within a creative and results-oriented environment. They will operate as members of the CBFNP climate and infrastructure team based in Washington, DC, reporting to the [Industry Lead for Infrastructure – TBC], and working closely with BF Industry Leads, BF Investment Officers (IOs) and OOs. The work will be guided by the CBFNP Senior Manager.
Roles & Responsibilities
Support BF fundraising initiatives
• Contribute to the dialog with the contributors to communicate the value of private sector participation in market development, role and experience of IFC, value and track record of the IFC’s BF approach, principles, and governance.
• Perform analysis of project pipeline (IFC and other DFI), assess climate/infrastructure priorities of recipient countries and objectives of potential contributing countries, etc.
• Provide analytical support to negotiations between IFC BF team and BF donor/contributor. Support IOs and OOs in discussions of financial instruments with project examples. Maintain slide decks reflecting the status of relevant BF facilities, IFC pipeline, sectoral trends, etc.
• Keen interest in learning AI and using AI to develop portfolio analytics at a meta level for BF for Climate & Infra and at a sectoral or facility level
• Contribute to drafting new fundraising proposals and materials, including writing and editing sections and supplying necessary data. Coordinate with other team across IFC to collect relevant data, inputs, and narrative.
• Under the direction of respective industry leads and facility coordinators and overall guidance of the Senior Manager, support the CBFNP engagement with Partnerships and Industry teams to coordinate CBF contribution into IFC BF funding needs assessment and fundraising strategy.
Facility Management and Pipeline Development
• Support facility managers and facility coordinators in managing existing and future climate/infrastructure/relevant multi-thematic facilities, such as Canada, CIF, GEAPP, others. Provide BF facility-specific inputs into project processing documentation (disbursement memos, etc.) and project modification documentation (waivers, operational changes, etc.).
• Monitor project pipeline and assist facility coordinators and facility managers in managing pipeline, verifying projects’ eligibility etc. Coordinate with the Blended Finance Committee (BFC) secretariat for analytics of relevant BF facilities implementation status and available funding.
• As needed, support BF IOs’ work on new investment projects. This might include: (a) collection of relevant financial and operational information, (b) building blended finance financial models, (c) preparation of BFC documentation for receiving BFC endorsements/approvals, (d) communication with other relevant departments across IFC to further project preparation, (e) support to portfolio management, etc.
Portfolio Management, Execution and Reporting
• Support operations of existing BF facilities, including implementation support, reporting (operational, financial, results, and other), outreach, maintenance, etc. The work will cover both bi-lateral and multilateral BF facilities.
• Help execute portfolio matters such as payment of Performance Based Incentives, guarantee payouts etc.
• Provide support for Annual reports including research, drafting, editing, fact-checking, design and layout new sections under the guidance of facility coordinators and facility managers.
• Provide informational support to the CBFNP effort focused on developing publicity materials at the project, theme, facility, and sector levels. Support the effort to increase external awareness and visibility of the impact of IFC’s BF projects and thought leadership nature of the IFC’s BF practice.
Selection Criteria
• Master’s degree in a relevant discipline (business, finance, development finance).
• 5+ years of relevant experience.
• Understanding of IFC operations, its mission, project processing, organization structure and governance.
• Basic understanding of the development partner landscape and demonstrated ability to engage and work directly with external partners is a plus.
• Understanding of BF operations; past experience in working with contributor-funded operations is a plus.
• Relevant experience with climate or infrastructure projects, particularly with BF component is a plus.
• Proactive interest in technology and in learning to use AI
• Ability to perform complex calculations and develop complex models.
• Teamwork and relationship management skills.
• Ability to grasp details, problem solve, identify key issues for action and manage/incorporate stakeholder interests, and explain issues clearly and confidently.
• Excellent project management skills and ability to manage multiple tasks under pressure.
• Excellent English communication skills in both writing and speaking is essential. Ability to design and deliver effective presentations and other materials.
• Excellent computer skills and ability to use standard technology packages, including the Microsoft Office suite (Word, Excel, PowerPoint); and web content management.
