Organizational Setting and Reporting Relationship

The position is assigned in the Office of the Director General, Operations Coordination Unit (PAOC) within the Pacific Department (PARD). PAOC supports the sound management of operations in PARD through coordination of regional programming, business planning, and portfolio monitoring and provision of operations services to project teams.

You will report to Regional Head, Operations Coordination of the Pacific Department and will be expected to work collaboratively with team members for the achievement of assigned work outcomes.

Your Role

As Associate Operations Officer, you will support the technical capacity of the Pacific Department’s front office by contributing to regional operations coordination activities. The Associate Operations Officer will be expected to support planning, implementation, and monitoring of PARD key priority areas; support private sector development and regional cooperation and integration initiatives; and support the production of knowledge products.

You will:

  • Assist the preparation of department’s inputs, in coordination with Solutions Complex, field offices and other relevant departments, to annual corporate planning, review and evaluation documents (i.e. work program and budget framework, corporate results, operations review, performance and evaluation documents).
  • Maintain and regularly update database of PARD operations and provide draft briefing notes and presentations on departments operations to brief senior management or the Board.
  • Assist the preparation of PARD’s regional work program in coordination with Solutions Complex and field offices, establish monitoring framework and provide regular progress updates to PARD regional management team.
  • Help manage PARD Regional Management Team (RMT) Secretariat work as mandated by the Standard Operating Procedures of PARD RMT.
  • Undertake quality assurance and review of various project and TA processing documents including regular consultation and coordination with SPD to review quality assurance standards and practices for the department, including in the field offices.
  • Support coordination and monitoring of regional priority areas (e.g., climate change, private sector development, domestic resource mobilization etc.) and regional targets (i.e., gender, financial management compliance, etc.) in coordination with the field offices.
  • Support internal business process improvement initiatives and delivery of capacity building for the department’s staff.
  • Participate in operations missions and provide support to field offices as required by the PARD management.
  • Support the processing and administration of technical assistance for PARD’s key priority areas, including reviewing financial status of assigned TAs for possible extension, contract variations, closure, identification of savings, and completion of deliverables, and updating related ADB systems.
  • Provide technical support to Regional Head, Private Sector Development for planning, implementation, and monitoring of private sector development and public-private partnership initiatives.
  • Provide support to regional cooperation and integration initiatives, including production of knowledge products.
  • Perform other tasks as and when assigned, and as reflected in the incumbent’s work plan.

Qualifications

You will need:

· Bachelor’s degree in Economics, Finance, or related fields, preferably with advanced training.

· At least 6 years of relevant experience in operations coordination, project processing and/or administration

· Demonstrated ability to write and prepare effective reports and presentation materials and strong communication and presentation skills in English

· Ability to work with Administrative Staff in implementing business processes

· Ability to work collaboratively with teams as a constructive team member.
