As an Associate Procurement Analyst, you will provide active support in the development and management of the information technology (IT) systems covering Executing Agency (EA)-administered procurement, tracking of procurement complaints, updating of standard procurement documents, and preparation of periodic and special reports produced by the team.

You will:

  • Serve as IT systems administrator of EA-administered procurement of goods, works, consulting and non-consulting services.
  • Provide inputs to developing business requirements and continuing enhancements of functionalities of the procurement IT systems. Actively participate in technical working group discussion with relevant department, group, and office sprint reviews and in sprint reviews.
  • Coordinate with relevant teams in organizing and delivering training on the use of the procurement IT system and in other adoption and change management activities.
  • Regularly collect and consolidate data from existing procurement and financial systems, and from Regional Departments and Sectors Group staff and input relevant information to the procurement monitoring tracking sheet. Reconcile data as necessary and fill in gaps by obtaining information from the project team. Analyze data and prepare weekly reminders, monthly reports and special reports requested by Management and Unit heads. Prepare and submit monthly reports.
  • Track, conduct initial review and properly assign EA- administered procurement and consulting related complaints received through the Procurement Complaint Tracking System (PCTS).
  • Assist designated focal in the update of EA administered procurement and consulting documents (user guides and standard bidding documents, standard request for proposal, and guidance notes).
  • Assist supervisor in the recruitment of consultants and administration of their contracts and in ensuring that consultants’ outputs are within the agreed deliverables.
  • Ensure that any request or query addressed to PSU is attended promptly and handled appropriately.
  • Perform other duties that may be assigned by the PSU Head and other supervisors and as reflected in the incumbent’s workplan.

Qualifications:

You will need:

  • Bachelor’s degree in law, management, engineering, information technology or relevant field. Alternatively, a university degree in related fields and relevant professional experience can be considered if procurement-related experience is demonstrated.
  • At least 5 years relevant professional experience is required, along with proficiency in using IT systems related to project management or procurement.
  • Strong working knowledge and experience in project management and procurement preferably gained working with private sector, government institutions and multilateral development financed organizations.
  • Strong analytical skills in dealing with and understanding of issues, challenges and opportunities related to project management and procurement.
  • Demonstrated knowledge and experience in collecting, managing, analyzing, and interpreting procurement related quantitative and qualitative information generated by IT systems and accessing databases.
  • Good analytical and IT skills (MS Word, Excel, PowerPoint, SharePoint), including the ability to accurately organize and present data and write reports.
  • Ability to liaise and work effectively with staff within own work location and throughout ADB.
  • Ability to work collaboratively with teams as a constructive team member.
  • Written and verbal proficiency in English.
