JOB SUMMARY
Under the general guidance of the Unit Head, the Associate Programme and Budget Officer analyzes budget proposals for completeness, correctness and conformity with the programme guidelines; provides support to programme managers on the entire programme and budget process, from planning to implementation and reporting; provides guidance to programme managers to facilitate the implementation of the budget; prepares financial reports.
Role
The Associate Programme and Budget Officer is: (1) a financial analyst, reviewing cost and programme data, analyzing and interpreting financial information and preparing reports; (2) a liaison, coordinating and cooperating with programme managers to ensure the effective monitoring of budget implementation and the consistent application of financial rules, regulations, policies and procedures, and; (3) a team member, working together with other members of the section to implement improvements in the Programme and Budget Section’s processes with the use of new technology and best practices.
Functions / Key Results Expected
Consult with and provide guidance and support to managers and relevant staff in assigned Major Programmes on the programme and budget process, including implementation, to ensure that guidelines, policies, rules and regulations are fully understood and correctly applied.
Contribute back-up information and documentation for programme and budget briefings and for the compilation of various reports required by Member States and internal stakeholders.
Monitor day-to-day implementation of the budget in the programmes or projects assigned and prepare analysis and reports to promote efficient and effective use of resources.
Analyse and document the IAEA’s business processes in respect to the programme and budget preparation and implementation, in order to contribute to their streamlining and simplification.
Participate in the closure of accounts. Prepare reports for major extrabudgetary projects and contribute back-up information and documentation on project implementation.
Prepare expenditure estimates for major extra budgetary projects.
Carry out any special studies and analysis requested by supervisors with respect to budget related issues.
Provide functional support on budget software applications and contribute to process reviews.

Qualifications, Experience and Language skills
- University degree in business administration, accounting or finance, or a closely related field.
- Minimum of two years of working experience in budget and/or accounting, including at the international level.
- Excellent oral and written command of English.
Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $50377 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 29823*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
