OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall guidance of the Director of UNESCO South Asia Regional Office, and under direct supervision of the Education Programme Specialist in the Office, and in close collaboration with ED team, the incumbent is responsible for providing programmatic and technical support, training, research and analysis, to the Education Sector’s work on health and well-being aligned with the overarching strategy of UNESCO for Education for Health and Well-being. S/he will also work with the Statistical Advisor, UNESCO Institute of Statistics on Education data and Statistics and contribute to the UNESCO’s Medium-Term Strategy (C/4), Approved Programme and Budget (C/5) and the 2030 Sustainable Development Goals.

Long Description

Programme and Project Support:

  • Support in strengthening implementation of EXB funded activities on School health and Wellness Programme in partnership with Ministry of Education, National Council of Educational Research and Training, State Council of Educational Research and Training, Ministry of Health and Family welfare, Central Board of Secondary Education, State school education and health departments.
  • Facilitate the coordination and management of seminars, refresher workshops, and capacity-building workshops for Master Trainers from CBSE/ state boards on health and well-being, prevention of Gender-based violence in schools and promoting inclusive education.
  • Coordinate with officials at the national, state, and CBSE Delhi, as well as Centers of Excellence across India. Engage with representatives from state school education departments and civil society organizations to facilitate the effective implementation of the School Health and Wellness Programme across the 29,000 schools affiliated with the Board.
  • Monitor the implementation of the SHWP in 29,000 CBSE affiliated schools and oversee the capacity-building initiatives conducted by the Centers of Excellence through a microsite to be developed under the Programme.
  • Implement specific project activities within established work plans and document progress against predefined performance indicators.
  • Provide substantive, logistical and administrative support to projects, consultations, meetings, events and missions. Monitor, track and report on regular and extra budgetary project implementation and outputs within the Delhi Office, including using relevant tools such as CORE MANAGER.
  • Provide inputs for the preparation of methodological and other guides for implementation and evaluation for use within Delhi Office and as a contribution to national capacity development.
  • Provide assistance for the incorporation of Comprehensive Sexuality Education (CSE) components into teacher training courses pertaining to B.Ed., Integrated B.Sc, B.Ed, and B.A.B.Ed offered by the Regional Institutes of Education, NCERT.

Long Description

Support in strengthening CSE, and Sexual and Reproductive Health and Rights and wellness among adolescent girls and young women living and affected by HIV and promote inclusion for all learners.

  • Collaborate with Civil Society Organizations (CSOs), Non-Governmental Organizations (NGOs), to conduct awareness campaigns and facilitate capacity-building workshops for HIV-positive adolescents.
  • Coordinate for National level launch of Transgender Video ‘Champions of Change: Breaking barriers for a better tomorrow’ to raise awareness on discrimination faced by learners based on sexual orientation and gender identity.
  • Prepare draft documents, briefing notes, training reports, technical papers, advocacy materials, talking points, presentations, work plans and updating website content.

Research and Knowledge Management on learning assessments of countries in South Asia:

  • Conduct comprehensive literature review of learning assessment, timeline, grade, levels, language, sample size, assessment framework, number of items by construct and sub construct and other relevant information.
  • Support to identify the learning trends, gaps disaggregated by gender and other socio-economic factors.
  • Assist in Education data collection and analysis, and collaborate with the Statistical Advisor for South Asia, UNESCO Institute for Statistics and ED/New Delhi team to interpret findings and draw actionable conclusions.
  • Document research findings, methodologies, and other metadata in a clear and organized manner.
  • Assist to organize regional workshops on education statistics area.

Long Description

Documentation:

  • Draft detailed work plans, task descriptions, budgets, and output indicators for projects. Identify areas for improved project alignment with UNESCO ED sector goals.
  • Draft contracts and agreements for partners and oversee financial expenditures related to UBRAF and EXB funds allocated for initiatives focused on health and well-being.
  • Carry out situational analysis, and compile data and inputs for concept notes, publications, briefings, and documents.
  • Facilitate dissemination of knowledge products, best practices on health and wellbeing, HIV/AIDS and Human rights of adolescents and young people among state school education departments
  • Support in development, translation, and dissemination of knowledge products among key partners in national and state level, including government, UN agencies, development partners, NGOs, Youth Networks, HIV positive network etc.
  • Support work related to education statistics in collaboration with the Statistical Advisor, UNESCO Institute for Statistics (UIS)

REQUIRED QUALIFICATIONS

Education

University degree in economics, social sciences, or a related discipline.

Work Experience

  • Experience in UNESCO’s Programme and/or normative tools in the field of Education
    Experience with the United Nations System, multilateral settings/cooperation and development.
  • Experience on education statistics, research on learning assessments.
  • Experience of working with Government Ministries, Departments, Specialized Institutions focusing on health and education at Central and State level
  • Experience working with an Enterprise Resource Planning system (ERP).
  • Experience in assisting resource mobilization and maintaining donor relations.
  • Experience using/developing web-based information management systemsLanguages
  • Excellent knowledge (written and spoken) of English.

DESIRABLE QUALIFICATIONS

Education

University degree (master’s or equivalent) in the field of economics, social sciences, or a related discipline.

Skills/Competencies

  • Good knowledge of UNESCO’s work, and familiarity with ED Sector activities
  • Working with positive networks and with community-based organizations
  • Knowledge of government policies and programmes on health and education
