This position is located in the Office of the Chief (OC), Human Resources Management Service (HRMS), Division for Management (DM), United Nations Office at Vienna (UNOV) and United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The Associate Programme Management and Human Resources Officer will work under the direct supervision of the Chief, HRMS.

Responsibilities

The incumbent will contribute to the monitoring and evaluation of the implementation of delegated authorities, through inter alia, the Human Resources Management Dashboard, Service Level Agreements, and the Senior Managers’ Compact, Delegation of Authority Platform. Within assigned authority, the Associate Programme Management and Human Resources Officer will be responsible for the following specific duties:

  • In close cooperation with HR senior management assist in reviewing, examining and evaluating the Service’s objectives, structure, procedures, policies and management systems.
  • Assist in evaluating the efficiency and effectiveness of organizational programmes by applying techniques such as management and organizational analysis, methods and procedures studies.
  • Assist in planning and conducting analyses of programme and budget proposals ensuring conformity with organization’s programme and budgetary objectives.
  • Contribute to preparing reports to management summarizing findings and recommending changes based on those analyses.
  • Assist with coordinating HR activities, including programme/project preparation and submissions, progress reports.
  • Contribute to the preparation of related documents and reports, such as work HR programmes, etc..
  • Assist with the preparation and implementation of the Service’s work programme, by conducting regular reviews and identifying deviations from plans, proposing corrective measures as needed.
  • Contribute to monitoring HR work programme implementation and participate in the preparation of statements, reports and other materials requiring a consolidated response from the HRMS.
  • Assist in the preparation of briefings on strategic human resources topics and figures as well as other important HR matters.
  • Act as focal point for collecting inputs and analysing information on HR issues, liaising with the relevant teams internally and externally.
  • Assist in conducting research, analyses information from diverse sources, and present findings on human resources-related issues. Undertake survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions.
  • Assist HR management with the development of HRMS communication strategies and communication activities, streamlining communications with clients and providing consistent guidance, including identifying mechanisms to make published information readily accessible.
  • Provide support in measuring the impact of communication by undertaking survey initiatives, design data collection tools, etc..
  • Contribute to the collection and analysis of data as well as identification of trends or patterns, correlations and outliers, develop data models and provide draft insights through graphs, charts, tables, analytical dashboards and reports using data visualization tools and methods for data-driven planning, decision-making, presentation and reporting.
  • Prepare various written outputs, such as draft background papers, analysis, inputs to reports and studies, and publications.
  • Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in business administration, management, human resources, information management, communications, international studies or another related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

  • A minimum of two years of progressively responsible professional experience in programme and human resources management, administration, communications or related area OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P), is required. Experience with an enterprise resource planning (ERP) system, e. g. SAP/Umoja is desirable.
  • Work experience in either change management and/or communications is desirable. Experience within the United Nations system or similar international organizations is desirable.
  • Experience in conducting outreach and communication efforts including website management, is desirable. Experience in data analytics and preparation of data visualisation tools, including Office 365 and Power BI or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of other United Nations official languages is an advantage.
