Org. Setting and Reporting
The two positions are located in the United Nations Youth Office in New York. The Associate Programme Officers report to the team leads in the two Sections (System Coordination and Accountability Section and Partnership, Advocacy and Communication Section). These two roles focus on the implementation, monitoring, and evaluation of programs and activities within the United Nations Youth Office.
The two positions are temporarily available effective 24 January 2024 through 29 February 2024 with possibility of extension.
Responsibilities
Within delegated authority, the Associate Programme Officers will be responsible for the following duties:
• Works with key clients to facilitate the development, implementation and monitoring of assigned programmes/projects; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Carries out basic research on selected aspects of programmes, operations and other activities, including collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
• Provides substantive support for coordination and monitoring functions, including the review and analysis of emerging issues and trends, participation in research activities and studies.
• Assists in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Assists with design of data collection tools, reviews, analyzes and interprets responses; identifies problems/issues and prepares preliminary conclusions.
• Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications.
• Provides administrative and substantive support to consultative and other meetings and conferences including proposing agenda topics, identifying and proposing participants, preparation of background documents and presentations, and handling logistics.
• Undertakes outreach activities; participates in the development of training workshops, and seminars; participates in and makes presentations on assigned topics/activities.
• Participates in field missions, including provision of substantive and administrative support, and data collection.
• Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business/public administration, management, economics or a related field is required.

Work Experience
A minimum of two years of progressively responsible experience in project/programme management, administration, youth development/empowerment or related area is required.
Experience in inter-agency/inter-governmental coordination on youth issues, and designing, planning and implementing youth programmes is required.
Current knowledge of sustainable development, global youth policy outlook and trends is required.
Experience in youth-related evidence generation and research is desirable.
Prior experience in working on youth programming within the UN is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in either language is required; and knowledge of the other is desirable. Knowledge of another official United Nations language is an advantage.
