Org. Setting and Reporting

This position is located in the Regional Office for the Middle East and North Africa (ROMENA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall guidance of the Regional Representative and the direct supervision of the UNODC Administrative and Finance Officer in the Operations Area, as well as the additional guidance of the ROMENA Programme Coordinator. The incumbent will work in close collaboration with other operations areas, programmes section and programme teams in ROMENA. 

Responsibilities

The Associate Programme Management Officer (Finance and Budget) provides support to the Regional Office’s programme management, assists with the administration and implementation of budget and management strategies, the administration of budgets and effective cost recovery, as well as facilitation of knowledge building and sharing. Within assigned authority, the incumbent will perform the following specific duties:

  • Work with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitor and analyse specific aspects of programme/project development and implementation; assist in strengthening synergies between Programme and Operations in the Regional Office.
  • Assist management by analysing programme/project documents, contributing to programme strategic planning and implementation, as well as to financial oversight.
  • Assist Programme Offices, regional programmes, and projects under ROMENA in cost estimate reviews, monitoring of the programme/project released budgets and expenditures including Biennium Budget for ROMENA (SP budgets).
  • Ensure full Compliance of financial processes, financial recording system and follow up on audit-recommendations provided to the Regional Office, with UN/UNDP rules, policies, and regulations as well as FRMS/HQ.
  • Provide support to update the projects’ relevant information in the Integrated Planning, Management and Reporting (IPMR) system, related to budget and staffing tables.
  • Assist and prepare inputs to the Office’s financial management/strategy such as the full cost recovery (FCR), the monitoring and recording of the FCR charges among the ROMENA’s projects, and the internal orders (IO) for the office maintenance costs for the approval of Senior management and/or HQ.
  • Assist in preparing and facilitating the timely budget preparation and budget implementation (FOB) of the regional office in close coordination with the Administrative and Finance Officer within the Operations Area and timely record of the Full Cost Recovery Journal Vouchers.
  • Provide support in facilitating the availability of resources for the Regional Office and support on the ROMENA Field Office budget implementation, follow-up and keep track of the timely creation of PO’s and payments of the operational expenses, and the creation of the pooled funds from ROMENA field office projects funds the non-Core IO for the operational expenses for the Cairo Office.
  • Act as UNODC, ROMENA Focal point in the Admin Group Business Operations Strategy in Egypt, Operations Management Team and Regional Team.
  • Assist in reviewing and finalizing budget reports, analysing variances between approved budgets and actual expenditures.
  • Monitor and review the Accrual IPSAS exercise for ROMENA Umoja financial system.
  • Facilitate the closure of the financial agreements, monitor the open commitments monthly to ensure timely closure of grants and issuance of the Final Financial reports to be sent to HQ.
  • Focal Point for the Guidance on the creation of Grants, unreleased and Released budgets for the ROMENA’s Projects.
  • Contribute to developing and maintaining the Voluntary Contributions, Funding agreements and Grants Lists for ROMENA.
  • Support the preparation of the annual reports requested by Vienna, Annual Internal Oversight Report, Year End Closure, in close coordination with the Administrative and Finance Officer within the Operations Area.
  • Support and guide the Programme teams in the preparation of the Audit exercise.
  • Provide orientation and training on the SAP system and how to use it to the current and new staff of the ROMENA office. Act as the Focal Point and Umoja Role Mapping officer to review and request the SAP Roles for the ROMENA Staff
  • Support implementation of relevant training related to reporting, financial monitoring, and management.
  • Contribute to the collection and analysis of data and identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Document requirements and background information used for data analysis.
  • Perform other work-related duties as required.

Education

  • An advanced university degree (Master’s degree or equivalent) in business or public administration, management, finance, economics, political or social sciences or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of two (2) years of progressively responsible professional experience in programme management, finance, administration, budget, business administration, or a related area is required. Experience with an Enterprise Resource Planning (ERP) system is required. Experience with SAP/Umoja, is desirable. Experience at the national or international level in programme management, in the design, development and monitoring of projects is desirable. Experience in financial management analysis and budget monitoring is desirable. Experience with the United Nations System or similar international organization is desirable. Experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic, is required. Knowledge of another United Nations official language is an advantage.
