Org. Setting and Reporting

  • This position is located in the United Nations Joint Human Rights Office (UNJHRO) in the Democratic Republic of the Congo (DRC), based in Kinshasa. The incumbent reports to the Coordinator of the External Relations and Strategic Planning Unit.

Responsibilities

Within delegated authority, the National Associate Programme Officer will be responsible for the following duties:

  • Works with key clients to facilitate the development, implementation, and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Carries out basic research on selected aspects of programmes, operations, and other activities, etc., to include collecting, analyzing, and presenting statistical data and other information gathered from diverse sources.
  • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
  • Facilitates knowledge building and knowledge sharing in the area of monitoring and evaluation, including by developing and strengthening UNJHRO’s monitoring and evaluation procedures, methodologies, and tools. preparing and reviewing planning, monitoring, and evaluation tools such as logical frameworks, results frameworks, and results-based budgeting, developing monitoring and impact indicators for specific activities in coordination with technical units and tracking and evaluating overall progress in achieving the results of the Office and REPS Unit work plans.
  • Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
  • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of substantive and administrative support, data collection, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying work experience may be accepted in lieu of an advanced university degree.

Work Experience

  • A minimum of two years of progressively responsible experience in project/programme management, administration, or related area is required. Experience working with the grant module of an Enterprise Resource Planning (ERP) system, such as Umoja, is required. Experience in designing monitoring and evaluation tools for development projects implemented by the United Nations or similar international organizations is required. A minimum of one (1) year of experience in data analytics, data collection, and reporting is desirable. Experience in strategic planning and/or programming is desirable. Experience in organizing and facilitating training/workshops is desirable.

Languages

  • English and French are the working languages of the UN Secretariat. For the position advertised, fluency in French (both oral and written) is required. Knowledge of English is required.
