Org. Setting and Reporting

This position is located within the Special Projects Section of the Special Projects and Innovation Branch (SPIB) of the Office of Counter-Terrorism (UNOCT). The Associate Programme Officer will report to the Programme Management Officer. The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 46 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The Programme Management Officer will support the implementation of the Global Programme on Security of Major Sports Events, and Promotion of Sports and its Values as a Tool to Prevent Violent Extremism (PVE), managed by the Special Projects and Innovations Branch.

Responsibilities

Within delegated authority, the Associate Programme Officer will be responsible for the following duties:

  • Works with clients to facilitate the development, implementation and evaluation of UNOCT Global Sports Programme
  • Monitors and analyzes specific aspects of programme/project development and implementation for effective planning and overall management;
  • Assists and advises in conceptualizing, planning and implementing global, regional and national training and capacity building activities as part of UNOCT Global Sports Programme.
  • Supports liaising with relevant UN entities, regional, national and civil society entities to ensure cosister delivery of programme multilateral efforts iaise with
  • Provides substantive support for programme coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
  • Assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
  • Supports substantive and practical preparation of policy and field-level activities to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
  • Advises on the implementation and evaluation of communications activities in the framework of UNOCT Global Sports Programme
  • Supports the organization of field missions, including provision of substantive and administrative support, data collection, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Education

  • A first-level university degree in business administration, management, international relations or a related field. (No experience is required for candidates who have passed the United Nations National Competitive Recruitment Examination or the G to P Examination.)

Work Experience

  • A minimum of two years of progressively responsible experience in project/programme management, administration or related area is required. Experience in delivery of terrorism prevention programmes is required. Experience in working in an international organization is desired. Experience in development and capacity building is desired.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
