Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for sustainable development. A key agreement opened for signature at Rio was the Convention on Biological Diversity. The Convention has three objectives: the conservation of biological diversity, the sustainable use of its components and the fair and equitable sharing of the benefits arising out of the utilization of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal, Canada and is administered by UNEP. This post is located in the Secretariat of the CBD, within the Office of the Executive Secretary (OES). Under the overall guidance of the Head of the Biosafety Unit and the direct supervision of the Programme Management Officer, the incumbent will carry out the following functions:
Responsibilities
A. Planning, researching, implementing and maintaining the scientific information and databases in the Biosafety Clearing-House, (BCH) the information exchange mechanism established in Article 20 of the Cartagena Protocol on Biosafety, through critical analysis, review and synthesis of scientific literature as well as regulatory documents. B. Making recommendations and taking corrective actions, as appropriate, to ensure the accuracy of the scientific information submitted to the BCH based on the results of the research above. C. Planning and coordinating activities for the detection and identification of Living Modified Organisms (LMOs) under the Cartagena Protocol, including making presentations, participating in and developing of training courses, organizing online and face-to-face meetings, drafting of technical and scientific background documents and synthesizing scientific information submitted by countries. D. Identifying, establishing and maintaining cooperation with relevant organizations through information and databases in the BCH to (i) develop a network of relevant scientific organizations, such as government laboratories, to facilitate the exchange of information on detection and identification of genetically modified organisms; and (ii) enhance interoperability and cross-referencing between the BCH and third-party databases. E. Monitoring the implementation of the Cartagena Protocol’s provisions by countries which relate to the detection and identification of LMOs, particularly in the context of Articles 6, 16, 17 and 18 of the Protocol, and contributing to impact evaluation of the work by making assessments and recommendations to the Conference of the Parties serving as the Meeting of the Parties to the Protocol. F. Providing backstopping to countries on scientific and technical issues related to Biosafety, in particular by keeping national experts and scientists abreast of the advances in the field of detection, identification and impact assessment of LMOs. G. Assisting the Environmental Affairs Officer, Scientific Assessments, in the organization and implementation of activities related to risk assessment of LMOs, including online discussions, face-to-face meetings, training courses, drafting of technical and scientific background documents, synthesizing scientific information submitted by countries. H. Participating in the development of the work plan of the Biosafety Unit (BS); participating in the implementation of relevant Divisional and Secretariat wide policies, implementing the relevant activities relating to areas of responsibility, including articles 6, 7, 17, 18 of the Cartagena Protocol, and drafting the relevant project documents. I. Assisting in the organization and provide substantive support for meetings, such as the Conference of the Parties serving as the Meeting of the Parties to the Protocol, and the Ad Hoc Technical Expert Group on Risk Assessment and Risk Management, by drafting background documentation, taking procedural notes, assisting chairpersons, and drafting meeting reports. J. Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. K. Performing other duties as required for effective implementation of the Cartagena Protocol and Convention on Biological Diversity.

Education
Advanced university degree (master’s degree or equivalent) in biological sciences is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of two (2) years of progressively responsible work experience in molecular biology or genetic engineering is required. Two (2) years of experience in conducting research is required. Two (2) years of project management experience is required. Practical experience in a service-oriented laboratory is desirable. One (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of other official UN languages is desirable. Note: Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “knowledge of” equals a rating of “confident” in two of the four areas.
Assessment
Evaluation of qualified candidates may include a substantive assessment which will be followed by a competency-based interview.

Appointment against this position is for an initial period of one (1) year and may be subject to extension.
