This position is located in the Donor Relations Team within the Policy, Advocacy and Donor Relations Section (PADROS) of United Nations Mine Action Service (UNMAS), Office of the Rule of Law and Security Institutions (OROLSI), Department of Peace Operations (DPO) in New York. The Associate Programme Officer reports to the Resource Mobilization Officer. The focus of this position is the support to UNMAS resource management and donor liaison priorities. Established in 1997, the United Nations Mine Action Service (UNMAS) works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms. As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. UNMAS also responds to specific requests for support from the UN Secretary-General or designated official. 

Responsibilities

Within delegated authority, the Associate Programme Officer will be responsible for the following duties:

  • Works with key clients and Member States to facilitate the funding of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Carries out basic research on donor policies/priorities to assist the Resource Mobilization Team in resource mobilization efforts.
  • Provides substantive support for the review and analysis of emerging donor issues and trends.
  • Assists in resource mobilization activities, in collaboration with Member States, by planning and facilitating workshops and coordination of donor meetings, through other interactive sessions.
  • Contributes to the preparation of various narrative and financial reports, written outputs, e.g. draft background papers, talking points, analytical notes, sections of reports and studies, inputs to publications, etc.
  • Provides administrative and substantive support to consultative and other donor meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
  • Undertakes donor outreach activities; participates in and makes presentations on assigned topics/activities.
  • Participates in donor missions as needed, including provision of substantive and administrative support, data collection, etc.
  • Coordinates activities related to donorfunding submission requirements (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, international relations or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. (Candidates for this position must have passed the United Nations National Competitive Recruitment Examination (NCRE) or the G to P Examination. No examination is required for candidates in peacekeeping missions.)

Work Experience

  • A minimum of two years of progressively responsible experience in project/programme management, administration or related area. No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P Examination (G to P). Experience in mine action and related policy, programming and priorities is required. Experience in reviewing and negotiating Financial/Legal Agreements is required. Experience coordinating and supporting consultative meetings or conferences involving member states is required. Experience working with ERP system (SAP) is desirable. Experience in international relations or resource mobilization is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English is required. Knowledge of another official United Nations language is an advantage.
