Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Early Warning and Assessment Division (EWAD) is responsible for analyzing the state of the global environment, providing early warning information and assessing global and regional environmental trends to catalyze and promote international cooperation and action on the environment. This post is located in the Climate Early Warning and Capacity Building Unit of the EWAD Division in Nairobi, Kenya. Under the direct supervision of the Head, Climate Early Warning and Capacity Building Unit, the incumbent will perform the following duties:

Responsibilities

  • Supports capacity development in countries for climate information services and early warning systems with a focus on strengthening hydro-meteorological observation systems supported by the Systematic Observations Financing Facility (SOFF).

In this context, demonstrates timely delivery of project outputs in accordance with overall objectives and policies:

  • Provides substantive support to the implementation of activities at country level by working closely with implementing partners and national hydro-meteorological services.
  • Monitors country progress towards meeting the World Meteorological Organization (WMO), Global Basic Observing Network (GBON) standards.
  • Identifies problems and issues to be addressed in project implementation and recommends approaches to address the problems and issues.
  • Participates in Project Steering Committees and mid-term and final evaluations.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (work programme, programme budget).
  • Conducts risk management in project implementation and identifies solutions and risk mitigation measures.
  • Participates in project-related procurement and recruitment processes.
  • Organizes and prepares written outputs (e.g. progress reports, analysis, inputs to publications, communications materials).
  • Delivers presentations on climate information services and systematic observations.
  • Undertakes outreach activities; participates in the development of training workshops, seminars; participates in and makes presentations on assigned topics/activities.
  • Provides administrative and substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics.
  • Participates in monitoring missions, including provision of guidance to external consultants, government officials and other parties.
  • Coordinates activities related to annual work plan development and prepares related documents/reports (project implementation plans).
  • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as assigned by the supervisor.

Education

  • Advanced university degree (Master’s Degree or equivalent) in environmental sciences or a related field is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of two (2) years of progressively responsible experience in project/programme management related to environment and/or climate change is required.
  • One (1) year or more of experience in the management and oversight of environmental projects funded by global funds is required.
  • One (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).
  • One (1) year or more experience in supporting environmental and climate information management at country level, preferably with Small Island Developing States (SIDS) and Least Developed Countries (LDCs) is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of other UN official languages is desirable. NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.
