Associate Programme Officer
Organizational Setting and Work Relationships
The Associate Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Program officer and may supervise a small team of local staff. He/she may refer to UNHCR’s Programme Manual (Chapter IV), UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance.
The Associate Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR’s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs.
The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties
– Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
– Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
– Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
– Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
– Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards.
– Assist in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern.
– Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
– Contribute to ensure consistent and coherent monitoring approaches, tools and systems across the region, in line with global standards and polices.
– Actively contribute to UNHCRs programming of community of practice and continuously contribute to improvements of programming tools and processes.
– Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues.
– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile
Under the direct supervision of the Head of Sub-Office, P4, the incumbent will need to demonstrate the capacity, skill set and competencies necessary to work in a challenging and complex operational context. S/he must have at least four (4) years of relevant experience as staff in charge of the field program in volatile security situations.
The applicant should have solid experience in programme management with skill set for project management, monitoring, and evaluation. Additionally, working experience with IDPs, national institutions, operational/project partners, donors, civil societies, hosting community will be important. The candidate should possess previous experience in managing UNHCR programmes with multiple Donor earmarking, experience in the emergency operations, experience in programme monitoring and knowledge of various Donor reporting requirements.
The ideal candidate should be familiar with UNHCR’s Programme Manual (Chapter IV), Could ERP, PROMS, UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations.
Completion of Programme Management Learning Programme is an asset. Incumbent is expected to have an in-depth knowledge of a result-based framework including the use of theory of change and a problem-solving approach.
The incumbent will supervise a small staffing component and will thus need to possess good people management skills.
The incumbent must have the ability to courageously take quick decisions. In that sense, understanding of Programme and administration management principles is essential. The ideal candidate for this position should have the required academic background and demonstrated leadership abilities from previous field positions. Occupational Safety and Health Considerations:
Nature of Position:
Under the supervision of the Head of Sub Office in Kaya, The Associate Programme Officer is responsible for the coordination of all activities linked to programmes related to IDPs and host community members in Kaya, Burkina Faso. Therefore, the incumbent is expected to oversee Programme activities for the sub office. The selected candidate is expected to prepare and organize IPMC meetings for the selection of implementing partners; organize and conduct the negotiation processes with partners in line with the partnership agreements; manage the development of a broad network of partners. The desired candidate is expected to develop good coordination practices and strengthen partners’ capacities where needed through trainings, coaching, information sharing on UNHCR’s standards and policies. He/she is expected to have a strong command of and be able to train colleagues as well as partners’ staff on UNHCR UNHCR standards, policies and procedures related to the Results Based Programme (RBM) management; Undertake proper collection, monitoring and use of baselines, standards and indicators for UNHCR ‘s performance evaluation and analysis, trends and target interventions; Establish sound monitoring processes review reports and monitor progress and provide advice and corrective actions required or additional resources to achieve set goals ; in collaboration with branch office in Ouagadougou. As the incumbent will be responsible for representing UNHCR at several for a, excellent communication skills are essential.
Living and Working Conditions:
Burkina Faso has very basic infrastructures, including in the health sector. Kaya is at 100 km of Ouagadougou and is less developed than the capital Ouagadougou in terms of infrastructures and basic need facilities. Kaya has limited and not well-equipped health facilities. There is only one hospital for the entire region in Kaya and a few under-equipped health centres.
There are a few state and private schools ranging from nursery, primary to secondary schools. The UNHCR office in Kaya is in the One UN building. Kaya is a D duty station with a 6-week R&R cycle. The R&R location is in principle Ghana.
Kaya is a hot and dry desert environment with high daylight temperature fluctuations. There are four Hotels recommended and cleared by UN Common System in Kaya.
Housing in Kaya is mainly individual houses and are easily available. But most buildings are not well maintained and need repair. Electricity is very expensive, and a backup generator is recommended.
