DUTIES AND RESPONSIBILITIES

The tasks of the Associate Programme Officer will support the WHO-WMO Joint Office for Climate and Health and WMO subsidiary bodies who are responsible for the WHO-WMO Implementation Plan for Integrated Climate Science and Services. Tasks focus on supporting the Implementation Plan Inception period including establishing new implementation mechanisms, and scoping priorities within two thematic Nexus areas and urban health risks (air quality and extreme heat); and Climate and Infectious Diseases.

Under the overall guidance of the Director of the Services Department (D/S), and the direct supervision of the Lead Scientific Officer, WMO-WHO Climate and Health Joint Office, the incumbent will perform the following duties.

  • Provide Coordination and Technical Support for the Expert Team on Integrated Health Services (SERCOM – SC-CLI) and three affiliated Task teams on digital health and integrated information systems; Climate and Health Education Training and Workforce Development, and Extreme heat Services:
    • Support chairs and co-chairs of the teams, with expert recruitment, organization of regular virtual and in-person meetings, including drafting of agendas, slides, follow up and announcement to members, minutes, reporting, and website updates;
    • Attend and support meetings of the chairs, and with consultants;
    • Assist with the contracting of experts, and support contractors to achieve objectives and deliverables;
    • Support drafting of workplans for the Implementation Plan for SERCOM, including costing, in coordination with others;
    • Support open calls for applications issued by the Expert Team, including drafting for the application process, management of applications, review processes, and liaison with legal and other departments across WHO and WMO;
    • Support drafting and review of technical reports, progress reports and submission of peer-reviewed papers (as needed);
    • Support preparation and conduct of in-person Expert Team and Task Team meetings.
  • Support the activities of the Urban Climate and Health Nexus area, including coordination between WMO urban and health matters:
    • Organize a joint quarterly meeting of Task Teams for Urban and Extreme Heat Services;
    • Identify and map health related activities and opportunities to better link and promote health relevant activities in the three research programmes (WCRP, WWRP, GAW);
    • Regularly liaise with the GHHIN Technical Support Unit team.
  • Monitoring Progress:
    • Support the development of a Monitoring and Evaluation Framework for Monitoring Science and Service Progress in cooperation with WHO and the Lancet Countdown;
    • Support meetings and reporting of the interagency working group on a global climate and health progress and impact monitoring mechanism;
    • Support progress reporting to WMO subsidiary bodies and the Joint Office.
  • Assist the Joint Office with external relations and communications, including outreach to scientific and non-scientific communities, including:
    • Maintain related web pages on climahealth.info, and WMO Community Platform up-to-date;
    • Respond to inquiries received by the Joint Office and maintain communication with Health Focal Points Networks;
    • Draft a quarterly newsletter for the Focal Points Network and work with relevant teams to solicit new relevant information to and from the Network;
    • Support relevant media campaigns.
  • Participate in regular team meetings of the Joint Office, liaise and coordinate as needed with the GHHIN Technical Support Unit, and WMO teams and projects.
  • Carries out all other relevant duties as required and or requested by the supervisor related to the role.

QUALIFICATIONS

Education

  • Master’s degree or equivalent from a recognized university or technical institute in Public Health, Environmental Science, Meteorology, or allied sciences relevant to climate and health applications, meteorology, physics or engineering. A bachelor’s degree with two additional years of qualifying experience may be accepted in lieu of the master’s degree.

Experience

  • A minimum of 2 years of progressively responsible experience in project or programme management and coordination in public health, disaster management, humanitarian programmes or research. Formal qualification or equivalent experience in scientific communication, knowledge brokering and stakeholder engagement.
  • Experience in a local or national government setting, such as the National Health System/Service, or National Meteorological Service an advantage. Experience with the United Nations system would be an advantage. Experience writing reports, documents and correspondence required. Excellent knowledge of Microsoft Office applications.

Other requirements

  • Knowledge of health and climate issues, and the production and application of climate and related weather, water and environmental information and services in the health sector.
  • Ability to develop, implement, monitor and evaluate assigned programmes.
  • Ability to plan, organize and manage the work with minimum supervision.
  • Ability to draft clear and succinct communication items, reports, documents and correspondence.
  • Maturity of judgement, initiative and creativity.
  • Excellent analytical, communication, writing, and interpersonal skills.
  • Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages

  • Fluency in English is required; Knowledge of another UN official language is an advantage (Arabic, Chinese, English, French, Russian, and Spanish).
