This position is located in the Country Office in Pakistan (COPAK) with duty station in Islamabad, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Associate Programme Officer (Rule of Law) will report directly to the Programme Coordinator (Criminal Justice and Legal Reforms) and under the overall supervision of the Representative, COPAK. Responsibilities
Within assigned authority, the Associate Programme Officer (Rule of Law) will provide support to the planning, management and implementation of all outcomes/outputs under Rule of Law projects of UNODC, Country Office Pakistan under the SP II of the Country Programme III framework. The incumbent will support the formulation, management and evaluation of programme activities within his/her portfolio. The incumbent will be responsible for the following specific duties: • As member of a tam assist the Programme Coordinator in policy development and provision of quality technical and advisory services to focus on implementation and adoption of the international legal framework and policies against, Rule of Law, legal reforms and other relevant standards in the country in line with the United Nations Conventions such as UN Trans-national Organized Crime (UNTOC), UN Convention Against Corruption (UNCAC), and relevant Sustainable Development Goals; participate in the conceptualization of policy innovations to improve programme delivery. • Provide support to promoting and strengthening a human rights and rule of law-based approach in all the criminal justice interventions, as well as a gender perspective into UNODC overall delivery of services in these areas. • Assist in the technical publications or segments thereof (such as legislative guides, implementation manuals and training tools) to facilitate the implementation of laws and policies related to rule of law. • Perform substantive tasks such as thematic presentations and participate in discussions. • Under the overall guidance of Programme Coordinator, engage with relevant government and non-governmental counterparts and stakeholders for the collection of inputs for the preparation of substantive and technical documents -i.e., project proposals, concept notes, training material, legislative proposals etc.. • Assist the Programme Coordinator in providing technical guidance to align national policy and legislation with international standards. • Contribute to the development and implementation of relevant technical assistance projects, partnering with national and regional UN entities and other international organizations. • Provide administrative and substantive support to consultative and other meetings, conferences. Participate in relevant rule of law events and fora, organized by other implementing partners in the country. • Asist in identifying, promoting, and following-up of UNODC programme opportunities and profiling. • Assist in providing inputs for management concerning in-country projects/activities in line with the workplan agreed with the donors and relevant stakeholders. • Contribute to funding proposals and implementation reports, with analysis of evidence of progress towards planned outputs. • Assist with the promotion of the programme’s initiatives and achievements through information and communication technology tools, including social media, in line with UN guidelines, rules and regulations. • Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Document requirements and background information used for data analysis. • Perform other work-related duties, as required.

Education
Advanced university degree (Master’s degree or equivalent), in law, criminology, business administration, public administration, project management, political or social sciences, international relations or similar fields is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two years of progressively responsible professional experience at the national level in the areas of law enforcement, organized crime, criminal justice, prosecution, penal reform, anti-money laundering, anti-corruption, and/or related areas is required. Work experience in project/programme planning and management in a relevant field at the national or international level is desirable. Work experience in planning and managing international development or technical cooperation programmes is desirable. Work experience within the United Nations system and/or similar international organizations, in particular in areas of programme policies, guidelines and procedures is desirable. Work experience implementing projects in developing countries is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nation Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.
