The Associate Programs Officer coordinates the Department’s operational activities relating to country programming and project processing; consolidates and analyzes information/data across the Pacific DMCs; ensures the integrity of the Department’s project processing data and perform a range of statistical and analytical support to the functions of overall programming and resource monitoring, including project and TA processing, budget preparation and monitoring of utilization. In particular, the Associate Programs Officer will be expected to help coordinate operational data on Pacific DMCs in response to information requirements of management and donor partners, carry out country, and multi-sectoral research and analysis to support thematic and sector work. The incumbent will report to the designated international staff and senior National Staff.
Responsibilities:
  • Contributes to the formulation of PARD’s operations resource parameters and operational planning figures for the Work Program and Budget Framework, and monitors and reports the achievements against targets in coordination with Sectors Group, PARD divisions and field offices;
  • Monitors PARD’s lending and non-lending program/resources and its deliverability against projected levels; assists in the prioritization exercises for country-wide resource allocation purposes; regularly coordinates with Strategy, Policy and Partnerships Department, and Controller’s Department in monitoring PARD’s TA savings and assists in reviewing TA resources vis-à-vis availability of TA funds;
  • Deals with technical aspects of the work involving research and analytical requirements including reference to documents, policy papers and Board documents, to identify precedents, policies and other information. Provides support to country teams in the preparation of statistical tables relating to lending and technical assistance programs and reflecting them in strategy tables together with technical and sector classifications, and results framework.
  • Maintains a database of assistance provided by cofinanciers and contributes to information requirements for participation of department management in high level meetings with donor partners. Monitors the progress and status of activities of loan and TA projects under processing with particular attention to cofinancing arrangements.
  • Contributes to relevant documents for the quarterly Operations Review Meeting, Budget Review Committee Meeting, Management Committee Meeting reports, briefing papers, and other corporate-level management meetings, incorporating inputs from field offices and relevant departments such as Sectors Group. Compiles and validates statistical data for the departmental key result areas and reports required by PARD management.
  • Compiles, retrieves and analyzes data and convert them into analytical presentations to show trends and historical levels of the Department’s loan and TA programs and assists in the review and monitoring of the status of loan and TA processing at the Department and Regional level to produce timely and accurate periodic reports, statistics and summaries relating to country programs.
  • Serves as a focal for coordinating board calendar for key operations schedules.
  • Acts as SovOps departmental coordinator (processing), ensuring approvers are updated in the system, and ensuring consistency of data between documents approved and records entered in SovOps. Conducts quality check of department-wide project processing data in SovOps and coordinates with ITD and PPFD on identifying and rectifying data integrity issues.
  • Assists in the coordination, funding, and logistical arrangements of PARD Team Retreats, Annual Meeting activities, consultative group meetings, high level consultation meetings, etc. and overseeing the preparation of Requests for Payments, both in Oracle and mainframe, including managing accrual of expenditures towards the fourth quarter of the year.
Qualifications:
Relevant Experience & Requirements:
  • Bachelor’s degree in Economics, Finance, or related fields, preferably with advanced training.
  • At least 6 years of relevant and significant experience in project processing and administration. Familiarity with programming including resource and project pipeline monitoring will be valued.
  • Ability to draft written inputs in support of Department’s workplan, including preparing notes, papers, and sections of reports.
  • Demonstrated knowledge of programming work including understanding of an international development organization’s operational processes and procedures
  • Ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information
  • High level of proficiency in use of applications and tools, including Excel, for collecting and analyzing data.
  • Demonstrated accomplishments in working collaboratively with teams and contributing as a team member
  • Strong oral and written communication skills in English
