The position is assigned in the Pakistan Resident Mission (PRM) within the Central and West Asia Department (CWRD). CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region. PRM works closely with government agencies, development partners, private sector partners, and other stakeholders to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan and technical assistance (TA) projects.
The Associate Project Analyst provides support to the loan/ TA project implementation and administration functions of PRM. The incumbent is responsible to assist in project processing and in various portfolio management functions of PRM. The incumbent reports to designated International Staff and senior National Staff
Responsibilities:
Project/TA Implementation:
  • Reviews procurement documents and bid evaluation reports to ensure compliance with ADB procedures.
  • Inputs procurement contract summary sheets (PCSS) and procurement contract update sheets (PCUS) in the Integrated Disbursement System (IDS) and monitor contract utilization rates.
  • Monitors physical progress in projects/TA implementation, for example, by following up on outstanding obligations of Executing Agencies (EAs) to expedite procurement/contract awards.
  • Familiarizes EAs with ADB guidelines and procedures and ensures their compliance with project covenants.
  • Monitors progress in terms of outputs and deliverables, following up submission of project reports, financial statements, etc.
  • Maintains related documents, records and files for delegated projects.
  • Maintains computer-based information system for project administration matters.
  • Assists in consultant recruitment process and reviews of various Requests for Proposals.
  • Reviews and finalizes annual contract awards and disbursements projections in consultation with the Project Officers. Reviews the Audited Project Financial Statements and liaises with the Financial Management Specialist of Public Financial Management Division (PFFM) in compiling the check list and uploading in
Mission Participation:
  • Participates in various missions as required such as project processing, inception, administration/review, mid-term mission and project completion report missions by providing independent support in collecting data on contract awards and disbursements, reconciliation of project accounts, compliance with loan covenants, familiarizing EAs with ADB’s loan procedures, and assisting EAs where necessary in the preparation of various reports and applications.
  • Provides on-the-job training to EA staff on various aspects of the Project Administration Manual.
Capacity Development:
  • Provides support to the Capacity Development Resource Centre (CDRC) team and works closely with all stakeholders in conducting training needs assessment, and in planning, organizing, and documenting the capacity development events for EAs/IAs and other stakeholders.
  • Coordinates CDRC activities with all relevant departments/units/offices in PRM, ADB headquarters and other regional and/or country offices, as needed.
  • Coordinates with resource persons and manages timely intellectual inputs from the trainers to conduct the CDRC events.
  • Provides support in inviting relevant participants, ensuring logistics, as needed.
  • Supports in organizing, managing, and running CDRC-led as well as ADB headquarters-led events including seminars, trainings, symposiums, workshops, clinics, as needed.
  • Leads in coordinating for smooth execution of the events, including in preparing for and conducting feedback surveys.
  • Compiles, maintains, and manages all records of CDRC activities with the assistance of the team members.
  • Supports the CDRC team in preparing yearly report on CDRC performance.
Others:
  • Performs other tasks as assigned and reflected in the incumbent’s work plan.
Qualifications:
Relevant Experience & Requirements:
  • Bachelor’s degree in procurement, finance, business administration, engineering or a relevant discipline.
  • At least 5 years of relevant analytical and support work in project administration and project processing; experience in an international development organization an advantage.
  • Experience in consultant recruitment and procurement.
  • Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps.
  • Able to set priorities for self and junior team members.
  • Effective report-writing and communication skills in English and the national language.
  • Proficient in spreadsheets and required information technologies. Experience in project management tools an advantage.
  • Able to provide guidance to other AS staff on assigned area of work.
  • Able to liaise and work effectively with government officials within own work location and with colleagues throughout ADB.
  • Able to work collaboratively with teams as a constructive team member.
