The mission of the Unit on the Cultural Heritage Protection Treaties (CHP) is to ensure the effective implementation of the 1954 Convention for the Protection of Cultural Property in the Event of Armed Conflict and its two (1954 and 1999) Protocols, and its related programmes.

Under the overall authority of the Assistant Director-General for Culture (ADG/CLT), the general supervision of the Director of Culture and Emergencies Entity, and the direct supervision of the Head of Cultural Heritage Protection Treaties Unit, the incumbent shall assist in the overall coordination of monitoring and assessment of damage to cultural property in Ukraine, including all World Heritage properties, Tentative list sites and Cultural Properties under Enhanced Protection within the framework of two UNESCO/Japanese Funds-in-Trust-supported projects entitled ‘Support to Ukraine in the Field of Culture and Education – Emergency Response for World Heritage and Cultural Property: Damage Assessment and Protection” and “Assessment of the impact of the conflict on the cultural heritage of Ukraine”.     

In particular, the incumbent will:

• Carry out daily verification and damage assessments of cultural properties by reviewing reports on incidents related to the cultural property of Ukraine and verify the accuracy of information through the comparison of multiple online resources.
• Compile and maintain the list of cultural properties damaged as a result of the armed conflict in Ukraine and ensure their publication on the website of UNESCO;
• Assist in coordination with national and international partners involved in the assessment of damage to cultural property in Ukraine;
• Draft comprehensive briefings and reports, including documents to be submitted to the statutory and governing bodies, on the assessment of damage to cultural property in Ukraine and communicate them to relevant services of UNESCO.
• Contribute to the development of a uniform methodology for post-conflict on-site damage assessment and ensure UNESCO’s participation in the damage assessment processes on the ground;
• Assists in the implementation of emergency actions and the planning for recovery, including through the identification of sites for priority intervention;
• Assist in the assessment of damage in other emergency situations, as the need arises;
• Assist in other activities related to the protection of cultural property under the 1954 Hague Convention and its two Protocols.

REQUIRED QUALIFICATIONS

Education

• Advanced university degree (Master’s degree or equivalent) in the field of culture, human and social sciences, or related fields.

Work Experience

• A minimum of two (2) years of relevant professional experience in the field of culture or related fields, of which preferably one year acquired at international level.
• Proven experience in the coordination of cultural projects.
• Proven experience in conducting damage assessment of cultural properties.

Skills and Competencies

• Proven ability to manage operational projects, with analytical capacities, and delivery on time, exercising organizational and planning skills and flexibility to adjust to work schedules and priorities; efficiency in meeting commitments and observing deadlines whilst maintaining the quality of work.
• Ability to work effectively in a team environment and to maintain trust-based working relations in a multicultural team.
• Excellent oral communication and writing skills, including the ability to draft, edit and produce reports on relevant issues.
• Proven coordination and organizational skills.
• Analytical mindset.
• Ability to work in a multi-cultural team.

Languages

• Excellent knowledge of either English or French and good knowledge of the other language.

DESIRABLE QUALIFICATIONS

Education

• Specialized training or courses in architecture, geography, heritage conservation, and conflict studies.

Work Experience

• Experience with a multilateral or international organization.
• Prior experience in the UN system and experience related to emergency situations.
• Good experience in communication and outreach.

Skills/Competencies

• Good knowledge of UNESCO’s standard-setting instruments and programmes in the field of culture, including of the 1954 Convention and its two Protocols.
• Good knowledge of the cultural dimension in conflicts, peacebuilding and disaster risk reduction.
• Proven knowledge of Geographic Information Systems.

Languages

• Knowledge of another/other official language(s) of UNESCO (Arabic, Chinese, Russian, Spanish).
