This position is located in the Public Advocacy and Campaigns Section of the Strategic Communications Branch in the Office for the Coordination of Humanitarian Affairs (OCHA) in New York at UNHQ. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. The Strategic Communications Branch (SCB) is OCHA’s communications and public advocacy team supporting Headquarters and field operations in public outreach on humanitarian action. The Branch oversees senior leadership public advocacy and media, including the global spokesperson function, messaging and speeches, and social media. Within the Branch, the Public Advocacy and Campaigns Section coordinates communications with humanitarian partners and brokers new partnerships for innovative advocacy opportunities. It develops campaigns for resource mobilization and humanitarian crises, as well as public fundraising, social media and analytics, and marketing OCHA. This position-specific job opening is being advertised for the position of Associate Public Information Officer in New York at UNHQ. The incumbent will report to the Social Media Manager in the Public Advocacy and Campaigns Section.

Responsibilities

Within delegated authority, the Associate Public Information Officer will be responsible for the following duties:

  • Manages the Emergency Relief Coordinator’s and Assistant Secretary General’s Twitter account;
  • Tracks, researches and analyzes information on assigned topics/issues; gathers information from diverse sources and helps to assess news value and other potential impact, as well as to evaluate the effectiveness of information campaigns;
  • Works with teams in The Hague and Geneva to coordinate and plan 24-hour coverage for OCHA’s social media platforms including Sprout Social;
  • Generates and analyses reports on digital platform traffic and key performance indicators using Google Analytics, Hootsuite, and other social media focused analytics channels;
  • Prepares regular dashboards and reports on performance and analytics of digital content;
  • Proactively creates editorial content (stories, photos galleries, advocacy images, campaigns, quote cards, video, graphics, etc.) and adapts for digital platforms;
  • Drafts/compiles digital communication products for target audiences;
  • Organizes the clearance, production and distribution of digital content material; conducts photo and graphic research;
  • Prepares, based on official UN documentation and other sources, initials draft of materials for inclusion in OCHA staff guidance;
  • In consultation with others identifies and proposes information opportunities, activities and approaches, considering the situation/topic and target audience;
  • Identifies key contacts/constituencies and opportunities for strategic partnerships to facilitate communication efforts and maintains working relationships with the same;
  • Organizes or participates in conferences, seminars, press briefings, interviews, etc.; prepares briefing materials for officials prior to their participation in such events;
  • Responds to a variety of inquiries and information requests internally and externally; prepares related correspondence;
  • Performs other duties as assigned.

Education

  • An advanced university degree (Master’s or Doctorate degree, or equivalent) in communication, journalism, international relations, public administration, or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

  • A minimum of two (2) years of progressively responsible experience in communication, journalism, international relations, public administration, or the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required;
  • Experience working with social media platforms is required;
  • Experience creating digital content is required.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.
