You will report to the Head of JASPERS Coordination and Capacity Building Division. You will have regular contact with other divisions in the Projects Directorate, Advisory Services, the Independent Quality Review Division (IQR), and with colleagues in other Directorates, notably with the General Secretariat, of which the Communications Department is part, and the Operations Directorate. In addition, you may interact with the European Commission Services (DG REGIO Communication Unit), beneficiaries and managing authorities in all relevant JASPERS’ countries of operation. As part of the role, you may be expected to travel to other countries where JASPERS operates. You may also need to have external contacts in other EU institutions.

Accountabilities:

  • Preparation or contribution to the JASPERS mid-year and end of year reports, yearly brochure,  management and country reports, briefings and others which require inputs in relation to JASPERS activity.
  • In coordination with the Communication Department, contribute to stories, web fiches, project flagship information, communication around events and others content information for publication in social media, reports, intranet and websites, both for JASPERS mandate and PJ overall when required;
  • Contribute to outreach and communication activities for the JASPERS mandate and the Projects Directorate, always in coordination with the Communications Department and, as needed, with other EIB Group directorates and EU institutions to ensure a joint approach to communication;
  • Convey and promote JASPERS and PJ key messages, its policy objectives and activities and develop narratives around these messages;
  • Implement and regularly update JASPERS outreach plan, as well as contribute to PJ outreach activities, in close cooperation with the Communications Department;
  • Organise and implement the communication aspects of JASPERS and collaborate with PJ events (e.g. workshops, conferences, briefings etc.) in close collaboration with the Communications Department;
  • Prepare JASPERS Technical Reports for the EC and JASPERS brochure for external publication;
  • Prepare answers for information requests related to JASPERS, ensuring internal coordination and with other departments (notably Civil Society Unit);
  • Under guidance from the Communication Department, develop JASPERS and PJ communication material for review and production/publication by the Communication Department; prepare briefings and talking points for events; develop and update lines-to-take and Q&A on important topics to prepare reactive communication;
  • Submit any requests for media interviews to the Communication Department, which will handle them as appropriate.
Qualifications:
  • University degree (minimum an equivalent to a Bachelor) preferably in a relevant field such as communication, public relations, political sciences, or international relations or economics;
  • A good understanding of current economic debates;
  • At least 3 years of relevant work experience with a focus on strategic communications and /or public relations;
  • Experience with public institutions, ideally in an international environment would be an advantage;
  • Excellent skills in communicating with different public audiences and knowledge of channels to reach our audiences;
  • Highly developed oral and written communication skills;
  • Proficiency with common software such as Word, Excel and PowerPoint;
  • Experience in communication related IT tools and data management would be a benefit;
  • Knowledge of PJ project cycle and EIB / JASPERS advisory activity will be considered as an advantage.
  • Experience in dealing with sensitive issues;
  • Excellent knowledge of English and/or French with a good command of the other. Knowledge of other EU languages, particularly those of the countries where JASPERS is working, would be an advantage.
