The EIB, the European Union’s bank, is seeking to recruit for its Group Risk & Compliance Directorate (GR&C), Regulation & EIB Group Risk Department (GREG), Capital Management Division (CM), Capital Analytics Unit (CAU), at its headquarters in Luxembourg, (Associate) Risk Management Officers – Data and Systems Analysis*. These are full-time positions at grade 4/5 for which the EIB offers a permanent contract.

Purpose
You will implement and maintain the capital, stress testing and risk pricing models in the Capital Analytics Unit’s portfolio and assist users of several risk applications with the aim of ensuring the EIBG’s compliance with best banking practices in the area of capital requirements and risk pricing models.
Operating Network
You will work within a team responsible for the system development and configuration, model implementation as well as the maintenance and data analysis activities of the Capital Management Division. Reporting to the Head of Capital Analytics Unit, you will cooperate closely with colleagues in the Group Risk & Compliance Directorate and other Directorates, particularly GCS-GDO, FC, Ops and FI. To guarantee a robust delivery at the EIB Group level, the role also requires a good interaction with colleagues at the EIF.
Accountabilities
- Contribute to the Division’s capital models’ development and implementation in the Bank’s relevant platforms, in close interaction with model developers, users and IT.
- Coordinate with IT the maintenance and development of risk applications, notably as regards business requirements, configuration, data sourcing and interfaces.
- Perform data analysis, data reconciliations for several risk applications. Design and maintain data reports.
- Prepare and maintain documentation related to data extraction and capital calculation systems and models.
- Work in close cooperation with colleagues within the unit to follow the latest methodology changes (e.g. due to new requirements or products) and assess the data needs and impacts.
- Participate in data and systems related projects on behalf of the unit.
- Review existing workflows and propose improvements to data extraction, processes and procedures.
- Keep track of developments in the EIB’s systems and adapt the data extraction to ensure a smooth delivery.
- Test the IT solutions.
- Address validation recommendations and internal audit findings in the context of the unit’s activity.
- Support the Division to deliver on its annual work plan, by contributing to ongoing data and systems related projects.
Qualifications
- University degree (minimum an equivalent to a Bachelor), preferably in mathematics, finance, economics, or computer science.
- At least 3 years of relevant experience ideally in a role that is the interface between IT and Risk Management
- Experience in data analysis with a focus on either risk management, capital calculation systems and risk and/or data repositories.
- Demonstrated experience with applications (in house or vendor) more oriented to credit risk capital calculations, maintenance of Basel III/CRR and/or Economic Capital models, expected loss and/or risk pricing models would be preferred.
- Solid IT background and ability to work with large data sets (knowledge of e.g. SQL, SAS and/or Python) would be an asset.
- Familiarity with model development, implementation and related IT platforms would be an advantage
- Proficient knowledge of the MS Office pack (Word, Excel and PPT)
- Knowledge of capital management, banking regulatory requirements and understanding of best banking practices would be an advantage.
- Familiarity with EIB activities and risk framework would be an asset.
- Demonstrated independence when dealing with tasks and capacity to plan, organise and prioritise work in a heavy workload environment.
- Strong analytical and problem-solving skills.
- Excellent communication and presentation skills.
- Excellent knowledge of English and/or French (*) with a good command of the other.

Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
