Functional Responsibilities
The Associate – Rule of Law will work of Sector Team and OQ, with a focus on the Justice and Security sector within the below scope:
- Support in project implementation
- Support in project administration, communication and outreach
- Support in stakeholder engagement
- Conduct research, data collection, data analytics and writing
- Support in developing communication content, communication material and share knowledge
- Support in event coordination and organization
The work of the Associate – Rule of Law is highly confidential in nature, hence must maintain the highest standards of confidentiality. 1. Support in project implementation
- Support the development and updating of project documentation including charts, presentations, background research and other tasks relevant to the project(s).
- Support implementation of the projects as per the project plans.
- Support the procurement process for consultancies / service providers, including contribution to TORs and contract management.
- Support in project monitoring and evaluation.
- Assist in project closure and handover activities.
2. Support in project communication and outreach
- Arrange meetings with internal and external project stakeholders regularly to discuss project progress.
- Contribute to range of written documents such as reports, letters & emails for project communications.
- Collate project status briefings for internal and external stakeholders, including presentations, reports, talking points etc.
- Support in organizing and facilitating briefings, meetings, workshops etc. relevant to the project.
3. Support in stakeholder engagement
- Support to identify, map and maintain a comprehensive overview of stakeholders at various levels.
- Participate in and support the preparation of discussions with the Palestinian and Israeli Authorities, the International Community, and the Palestinian Private Sector.
- Document the engagements to maintain alignment and visibility of internal and external stakeholder interactions.
- Support the Rule of Law team in preparation for and during internal and external meetings.
4. Conduct research, data collection, data analytics and writing
- Contribute to Conduct research, data collection and analysis related to sector program.
- Assist in the identification of field-wide best practices and translate those into case studies.
- Support in drafting analysis, literature reviews, reports, papers, briefs, publications etc. that inform research findings and issues relevant to the OQ’s strategic objectives.
- Review, comment and edit various documents for compliance with administrative processes for quality assurance.
- Assist in background research, literature reviews and other written inputs.
5. Support in developing communication content, communication material and share knowledge
- Monitor the Rule of Law sector related news and developments.
- Support in producing content, analytics, graphics, maps, presentations, data visualizations, etc. for effective communication.
- Draft articles or updates for public briefing notes, OQ website and social media.
- Support with content for OQ reports such as AHLC document, annual report, donor reports etc.
- Draft and assemble materials for internal and external meetings, as required.
6. Support in event coordination and organization
- Organize and facilitate internal office meetings and off-sites.
- Support to organize and facilitate external meetings, workshops and conferences.
- Provide translator / interpreter support as needed.
Education/Experience/Language requirements
Education:
- Secondary school is required.
- Bachelor’s Degree and/or Master’s degree in law, political science, economics, international relations, development management or other development areas is preferred, and may substitute some of the required years of work experience.
Experience:
- A minimum of six (6) years (or less depending on an academic credentials) of relevant work experience, preferably in governmental or I/NGO, is required.
- Excellent communication skills, including a demonstrated ability to both write and present high-quality written documents/presentations in English is required.
- Demonstrated competence with using standard office software packages (MS Word, Excel, PowerPoint, etc.) is required.
- Experience in research, analytics and publications is an asset.
- Experience in spatial mapping using relevant tools is an asset.
- Experience and understanding of the local political & economic context is preferred.
- Experience in external stakeholder engagement is preferred.
- Experience in working in challenging environments is preferred.
Skills and Abilities:
- Project management skills: Ability to develop and deliver on activities; ability to plan in a coordinated manner, manage priorities and meet deadlines; management experience (preferable delivery teams); ability to accurately monitor, evaluate and report on project progress; ability to manage and mitigate risks.
- Skilled in research and analysis: Strong qualitative and analytic skills; keen attention to detail and data accuracy is highly recommended.
- Excellent communication skills: Strong writing ability, skilled in creating knowledge products such as papers, guidance notes and other pieces directed at multiple audiences is highly recommended.
- Strong team player: Strong interpersonal skills; ability to consistently is highly recommended. Demonstrate a professional manner in dealing with individuals at all levels, both internally and externally to the organisation; team player and flexible as tasks and priorities shift; ability to work independently and in teams in a small office environment.
Language Requirement:
- Excellent command of written and spoken English & Arabic is required.
- Working knowledge of Hebrew is an asset.
