Organisational Context

The Registry, headed by the Registrar, is responsible for nonjudicial aspects of the administration and servicing of the Court, without prejudice to the functions and powers of the Prosecutor. This includes providing management and judicial support services to the Court, as well as those aspects of external relations and field operations falling within the purview of the Registry.

Accordingly, the Registry is composed of three Divisions: 1) Division of Management Services, 2) Division of Judicial Services, and 3) Division of External Operations. Each Division is headed by a Director, and the three Directors, together with the Chief of Office, support the Registrar through the Registry Management Team (RMT) in ensuring that the Registry fulfils its tasks effectively and efficiently.

The Registry’s Legal Office (RLO) is directly under the authority of the Registrar.

The Immediate Office of the Registrar (IOR) supports the Registrar in setting the Registry’s strategic objectives, overseeing inter-organ relations as well as in enhancing internal communication and driving the development of Court-wide policies.

The IOR is responsible for coordinating, and where required taking the lead in, the engagement with the Presidency, the OTP, the secretariats, and the independent offices on matters of strategy and policy.

The IOR also acts as the operational focal point for the Registry’s Divisions, providing practical support to the Registrar with a view to ensuring, in a coordinated and effective manner, the overall managerial oversight and control of the Registry.

Given that the Registry is the largest and, in terms of its functions, most diverse organ of the Court, managerial and oversight functions present one of the main challenges. In this regard, the IOR plays a key role in a number of areas, including the preparation of the Court’s budget, addressing staff related issues, facilitating the conclusion of agreements, and indeed in virtually all other fields of the Registry’s operations. At the same time, through the Registrar’s representational role, the IOR aims to widening the support for and the understanding of the mandate of the Registry and of the Court in the international arena.

Duties and Responsibilities

Under supervision of the Chief of Office (P-5), or in the absence of Chief of Office, the Senior Special Assistant (P-4), the incumbent will perform the following duties:

  • Assist the Chief of Office or the Senior Special Assistant in ensuring the Registrar is fully briefed for all external and internal governance engagements.
  • Attend and take record of the Registrar’s recurring internal meetings (e.g. bilateral meetings with RMT members as well as the RMT itself
  • Support the Senior Special Assistant in the effective coordination of the three Divisions and Registry Legal Office.
  • Draft and Coordiate preparatory material for the Registrar’s external and internal governance engagements like memorandums, briefing notes, correspondence, speeches and other documents.
  • Attend and take record of relevant external meetings attended by the Registrar and the Chief of Office.
  • Ensure management and comprehensive dissemination of the Registry’s external relations information in a timely manner.
  • Draft speeches, articles, internal memoranda, letters etc. for the Registrar, both for internal and external audience. 
  • Draft various Registry- wide or Court-wide reports and documents
  • Participate in inter-organ working groups and in meetings with representatives of governments, international organisations or non-governmental organisations.
  • Maintain regular contact with the Offices of the Directors of the Registry Divisions and relevant Sections.
  • Attend various meetings with external stakeholders, including the Assembly of States Parties and its subsidiary bodies, as well as participation in seminars and conferences.

Essential Qualifications

Education:

Advanced university degree in international relations and politics, and/or administration and business management, and/or international law with specialisation in international criminal law or international human rights law or international humanitarian law; or other related areas is required.

Experience:

A minimum of two years (four years with first level university degree) of relevant work experience in areas in external relations and state cooperation, administration and business management, State or multilateral cooperation. 

Knowledge of legal texts and practice of the Court, as well of other international or regional courts/ tribunals and the United Nations.

Knowledge, Skills and Abilities:

  • Ability to advise and interact directly with senior executive manager
  • Excellent drafting skills, both in terms of substance and style, with a proven record of extensive drafting applied in daily work
  • Excellent diplomatic skills
  • Excellent interpersonal and communication skills, with ability to successfully interact, on behalf of a senior manager, with highest level officials within the organisation
  • Ability to deal with high level, sensitive and confidential issues under great pressure in a fastpacked environment
  • Respect for and adherence to gender equality, diversity and inclusion

Knowledge of Languages:

Proficiency in either of the working languages of the Court (English and French) is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
